Former chairman of the Shaanxi Provincial CPPCC, Han Yong, was sentenced to death with a two-year reprieve after more than 5 months of trial in the first instance, with alleged bribery exceeding over 261 million yuan.
On May 19, the Intermediate People’s Court of Nanning City, Guangxi Zhuang Autonomous Region, publicly pronounced the first-instance verdict of the bribery case of Han Yong, former Party Secretary and Chairman of the Shaanxi Provincial CPPCC, and former Deputy Director of the Population Resources and Environment Committee of the National Committee of the CPPCC. Han Yong was convicted of bribery and sentenced to death with a two-year reprieve, deprived of political rights for life, and had all personal property confiscated.
The court stated that from 1993 to 2023, Han Yong took advantage of the convenience and conditions provided by his positions as the procurator general of Songyuan City Procuratorate of Jilin Province, deputy procurator general of Jilin Provincial Procuratorate, deputy secretary of the Jilin Provincial Commission for Discipline Inspection, standing committee member, organization department minister, and deputy secretary of the Xinjiang Uyghur Autonomous Region Party Committee, as well as Party Secretary and Chairman of the Shaanxi Provincial CPPCC, to seek benefits for relevant units and individuals in business operations, project contracting, and cadre appointments. He directly or through others illegally accepted a total of more than 261 million yuan in bribes.
Han Yong was taken down in October 2023, expelled from the Party in April 2024, had his benefits revoked, and was transferred to judicial authorities. The first instance trial took place in December 2024.
Public records show that Han Yong was born in 1956 in Jilin Province, Jutai. He had long served in Jilin Province, successively as procurator general of Songyuan City Procuratorate, deputy procurator general and director of the Anti-Corruption Bureau of Jilin Provincial Procuratorate, standing committee member of the Jilin Provincial Commission for Discipline Inspection, deputy secretary, and director of the Supervision Department.
In July 2004, Han Yong was transferred to Xinjiang Uyghur Autonomous Region as a standing committee member of the regional Party committee and Minister of the Organization Department. In December 2010, he became deputy secretary of the Party Committee of the autonomous region, continuing to serve as Minister of the Organization Department until July 2013.
In April 2015, Han Yong served as deputy secretary of the Party Committee of Xinjiang Uyghur Autonomous Region, secretary and political commissar of the Party Committee of the Xinjiang Production and Construction Corps, chairman of China New Building Group Company, with the official rank of minister.
In January 2016, Han Yong was transferred to Shaanxi and appointed as Party Secretary and Chairman of the Shaanxi Provincial CPPCC, and a candidate member of the 18th Central Committee of the CPC. He stepped down from the aforementioned positions in January 2022 and in March of the same year, he served as deputy director of the Population Resources and Environment Committee of the National Committee of the CPPCC until January 2023.
