The United States passport is undergoing its most significant upgrade in decades, as announced by Secretary of State Marco Rubio. The U.S. government will be digitizing the passport application process and introducing a brand new physical passport design.
Rubio announced this major overhaul last week, stating that the State Department plans to fully transition the U.S. passport application process online by 2028. Since 2024, passport renewals in the U.S. can already be done through the online system. This new process means that all U.S. passport applications, including first-time applicants, can be completed digitally without the need for an in-person appointment.
This shift will simplify the application experience from application channels, photo uploads, to passport appearance and packaging. Here are the key points of this transformation.
Previously, applicants for their first U.S. passport had to visit authorized agencies such as post offices, libraries, or regional passport agencies to fill out and sign the DS-11 form in person. Apart from the $130 application fee, there was also a $35 service facility fee required.
The new digital application system developed by the State Department eliminates this cumbersome physical service model:
Integrated Platform Application:
All applications (including first-time applications and renewals) can be completed online through the integrated platform America.gov (paired with login.gov authentication), eliminating the need for queuing and on-site appointments.
Online Implementation Schedule:
The online passport application functionality is expected to launch its initial trial run through the new government portal America.gov by the end of 2026, be fully open to first-time applicants in 2027, and cover the vast majority of U.S. citizens by the end of 2027.
Facility Fee Waiver:
Online applications will no longer incur the $35 in-person service facility fee.
Mobile Selfie Upload:
Say goodbye to fixed background photos at pharmacies or snapshot kiosks. Applicants can directly take or upload photos with their phones, with the system providing a preview of the passport product before submission.
Physical Package Tracking:
The system will provide real-time logistics tracking similar to delivery services, including estimated delivery dates.
Note: Special urgent situations such as Emergency/Rush Passports will still retain the in-person application channel.

Enhanced Cover Visuals:
The words “United States of America” have been moved to the top of the cover, with the central Great Seal of the United States enlarged, more prominent, and featuring a delicate metallic sheen.
Dynamic Bald Eagle Pages:
Flipping through the passport pages, the main theme is the American Bald Eagle, showcasing 250 years of American history (covering everything from the Battle of Lexington, westward expansion, the Wright brothers’ invention of the airplane, the raising of the flag on Iwo Jima, to the Artemis Space Program). When rapidly flipping through the pages, the eagle on the pages will display a dynamic flying effect.
Unified Page Specifications:
The previous dual-track system of 28 and 52 pages has been replaced by a uniform 38-page version for all future passports.
Elegant Hardcover Packaging:
Out with the old plain paper envelope – the passports will now be sent in exquisite exclusive gift boxes with certification.
For those who already possess a passport, here are some important notes:
Existing passports remain valid:
The new passport design primarily represents an upgrade in aesthetics and anti-counterfeiting features. If your current passport is still valid, there is no need to apply for a renewal solely for the new design.
Online renewal is now available:
Applicants must be at least 25 years old, with a passport expired for less than 5 years (i.e., more than 9 years but less than 15 years from the old passport issuance date upon submission) or having a passport expiring within a year, U.S. citizens can currently use the online renewal system.
Overseas application consideration:
The State Department is assessing the possibility of allowing citizens living overseas to renew their passports online and plans to lift the renewal restriction of “passport expiring within a year.”
With the Real ID Act in effect, passports are not only a tool for international travel but also an essential document for domestic air travel and identity verification in the United States. This transformation, through digitization and aesthetic design, significantly reduces the application threshold and presents a fresh new look for U.S. passports.
