Five senior generals missed the Chinese Communist Party’s National People’s Congress meeting for the third time.

On August 28, 2026, the 24th meeting of the Standing Committee of the National People’s Congress of the Chinese Communist Party (CCP) concluded with the absence of 12 members, including five retired generals: He Ping, Zheng Weiping, An Zhaoqing, Wang Jianwu, and Yuan Yubai. These five generals have been consistently absent from CCP meetings since March 2026.

According to reports from the CCP’s official media Xinhua News Agency, the 24th meeting of the 14th National People’s Congress Standing Committee concluded on the afternoon of August 28, 2026, with 150 members in attendance.

Zhao Leji, a member of the CCP’s Political Bureau Standing Committee and Chairman of the National People’s Congress Standing Committee, presided over the closing meeting. Fourteen Vice Chairpersons of the National People’s Congress Standing Committee, including Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Luosang Jiangcun, Xuekelaiti Zakir, and Secretary-General Liu Qi attended the meeting.

Earlier on August 25, 2026, the 24th meeting of the Standing Committee of the National People’s Congress commenced with 149 members present. Zhao Leji, along with 14 Vice Chairpersons and Secretary-General Liu Qi, were in attendance at the opening meeting.

The original composition of the 14th National People’s Congress Standing Committee consisted of 175 members, including one chairman, 14 vice chairpersons, one secretary-general, and 159 members. Currently, 10 members’ positions have been publicly revoked, three members have resigned, leaving 162 members.

This indicates that 13 members of the National People’s Congress Standing Committee were absent from the opening ceremony on August 25; while 12 members were absent from the closing ceremony on August 28.

Among the current 162 members of the National People’s Congress Standing Committee, there are six generals and three lieutenant generals left as military representatives, including: Former Political Commissar of the Northern Theater Command and Air Force General Fan Xiaojun, Former Political Commissar of the Southern Theater Command and Army General Wang Jianwu, Former Commander of the Southern Theater Command and Navy General Yuan Yubai, Former Political Commissar of the Eastern Theater Command and Army General He Ping, Former Political Commissar of the Strategic Support Force and Army General Zheng Weiping, Former Political Commissar of the Armed Police Force and Armed Police General An Zhaoqing, Former Deputy Secretary of the Military Commission Discipline Inspection Commission and Navy Lieutenant General Luo Yuan, Former Political Commissar of the National Defense University and Rocket Army Lieutenant General Wu Jieming, Former Political Commissar of the Academy of Military Science and Rocket Army Lieutenant General Fangxiang.

Upon verification by CCTV footage, it was found that during the opening meeting of the National People’s Congress Standing Committee on August 25, 2026, three lieutenant generals, Luo Yuan, Wu Jieming, and Fang Xiang, attended. Among the six general members, only Fan Xiaojun was present. Similarly, during the closing meeting on August 28, CCTV footage showed that only Fan Xiaojun among the six generals was present.

Reviewing previous records, only General Fan Xiaojun among the six generals has consecutively attended the 21st meeting of the National People’s Congress Standing Committee, the establishment meeting of the military representative delegation, the collective meeting of the military representative delegation, the 22nd meeting of the National People’s Congress Standing Committee, and the 23rd meeting of the National People’s Congress Standing Committee.

Generals He Ping, Zheng Weiping, An Zhaoqing, as well as Wang Jianwu and Yuan Yubai, were absent from the closing meetings of the 21st meeting of the National People’s Congress Standing Committee on February 26, 2026, the establishment meeting of the military representative delegation on March 3, 2026, and the full meeting of the military representative delegation on March 7, 2026. Wang Jianwu and Yuan Yubai also missed the establishment meeting of the military representative delegation on March 3, 2026, and the full meeting of the military representative delegation on March 7, 2026.

Generals He Ping, Zheng Weiping, An Zhaoqing, Wang Jianwu, and Yuan Yubai consecutively missed the 22nd meeting (April 27-30, 2026), the 23rd meeting (June 23-26, 2026), and the 24th meeting (August 25-28, 2026) of the National People’s Congress Standing Committee.

Over the past three years, five generals have been publicly removed as National People’s Congress deputies and had their roles as National People’s Congress Standing Committee members revoked, including former Rocket Force Commander Zhou Yaning, former Air Force Commander Ding Laihang, former Navy Commander Shen Jinlong, former Navy Political Commissar Qin Shengxiang, and former Air Force Political Commissar Yu Zhongfu.
