Chairman of Hunan Construction Investment Holdings Group, Cai Dianwei, was arrested, two former leaders turned themselves in.

On June 9, 2026, Cai Dianwei, Chairman and Party Secretary of Hunan Construction Investment Group, fell from grace. In recent years, Cai Dianwei’s former leaders during his tenure in Zhuzhou and Shaoyang, Mao Tengfei and Gong Wenmi, have successively turned themselves in; several subordinates under Cai Dianwei’s leadership at Hunan Construction and Hunan Investment have been investigated.

The official website of the Central Commission for Discipline Inspection and the National Supervision Commission reported on June 9, 2026, that Cai Dianwei, Party Secretary and Chairman of Hunan Construction Investment Group Co., Ltd. (Hunan Investment), is suspected of serious violations of discipline and law and is under investigation.

Public records show that Cai Dianwei, born in February 1968 in Chaling County, Hunan Province, earned a Bachelor’s degree in Law from Hunan Normal University and a Master’s degree in Law from the Marxist Institute of Renmin University of China. He served for a long time in Zhuzhou, holding various positions such as cadre in the Public Security Bureau’s Police Supervision Department, Deputy Level Scout, Secretary of the Municipal Committee Office, Deputy Director of the Municipal Committee Inspection Office, Deputy Secretary and Secretary of the Communist Youth League Zhuzhou Municipal Committee, and Deputy Mayor of Lusong District under the Zhuzhou Municipal Committee. After January 2008, he held positions including Deputy Mayor of Zhuzhou, Standing Committee Member and Secretary General of the Municipal Committee, Standing Committee Member of the Municipal Committee, Party Group Member and Deputy Mayor of the Municipal Government, and Secretary of the Party Working Committee of the Yunlong Demonstration Zone in Zhuzhou. In October 2014, he was transferred to the Standing Committee of Shaoyang Municipal Committee, Deputy Secretary of the Municipal Government Party Group, and Executive Deputy Mayor. In May 2020, he was appointed as Party Secretary and Chairman of Hunan Construction Group (Hunan Construction), and in July 2022, he became Party Secretary and Chairman of Hunan Investment.

Cai Dianwei served as a member of the Standing Committee of the Zhuzhou Municipal Committee and Deputy Mayor from January 2013 to October 2014. During this period, he also held the position of Secretary of the Communist Youth League in the Yunlong Demonstration Zone, acting as the deputy to then Zhuzhou Mayor Mao Tengfei. Mao Tengfei later became the Secretary of the Zhuzhou Municipal Committee and Secretary of the Party Committee of the Hunan Provincial Department of Industry and Information Technology. In November 2022, Mao Tengfei voluntarily turned himself in while serving as a member of the Hunan Provincial Committee of the Chinese People’s Political Consultative Conference and Deputy Director of the Economic and Technological Committee, resulting in expulsion from the Communist Party of China, removal from official positions, and demotion to a level four chief officer.

From October 2014 to May 2020, Cai Dianwei was a member of the Shaoyang Municipal Committee, Deputy Secretary of the Municipal Government Party Group, and Executive Deputy Mayor for five and a half years. During this time, he served as the deputy to two Shaoyang Mayors, including Gong Wenmi (from February 2012 to April 2016) and Liu Shiqing (from April 2016 to June 2021).

Gong Wenmi voluntarily turned himself in in January 2025 and is under investigation. Gong Wenmi, born in October 1961 in Jianli, Hubei, had a long career in Hunan’s officialdom, holding positions such as member of the Zhangjiajie Municipal Committee, Head of the Organization Department, and Deputy Secretary, Director of the Taiwan Affairs Office of the Hunan Provincial Committee, Deputy Secretary, Mayor, and Secretary of the Shaoyang Municipal Committee, and member of the Party Group and Deputy Secretary-General of the Hunan Provincial Committee of the Chinese People’s Political Consultative Conference.

Cai Dianwei became the Party Secretary and Chairman of Hunan Construction Group in May 2020. In July 2022, Hunan Construction Group merged with Hunan Provincial Transportation and Hydropower Construction Group to form Hunan Construction Investment Group (Hunan Investment Group), with Cai Dianwei taking the position of Party Secretary and Chairman of Hunan Investment Group until his fall from grace on June 9, 2026.

In recent years, several senior executives of Hunan Investment and Hunan Construction Group have been investigated.

On December 11, 2025, Yi Qingtao, General Manager of the Southern Regional Headquarters of Hunan Investment Group, was investigated.

On November 14, 2025, Lei Haibiao, Deputy Head of the Discipline Inspection and Supervision Team of the Hunan Investment Group Anti-Corruption and Supervision Division, was investigated.

On March 29, 2025, Tan Yi, former member of the Party Committee and Deputy General Manager of Hunan Construction Group, voluntarily turned himself in. Tan Yi, born in September 1963, served as a member of the Party Committee, Director, and Deputy General Manager of Hunan Construction Group, and consultant of Hunan Construction Investment Group Co., Ltd.

On June 5, 2024, Ye Xinping, former Party Secretary and Chairman of Hunan Construction Group Co., Ltd., retired four years ago and was investigated. Ye Xinping, born in January 1960, had a long tenure at Hunan Construction Group, holding positions including Deputy General Manager, General Manager, Chairman, and Party Secretary, before retiring at the mandatory age in May 2020.

Ye Xinping was Cai Dianwei’s predecessor. Tan Yi, Yi Qingtao, and Lei Haibiao were all subordinates of Cai Dianwei during his tenure at Hunan Construction and Hunan Investment.
