Xi’s close ally Miao Hua removed from National People’s Congress representative position.

According to an official announcement from the Chinese Communist Party, Jiang Chaoliang, Miao Hua, and four others have had their qualifications as National People’s Congress deputies terminated. Of particular interest is Miao Hua, who was described as the “personnel manager” within Xi Jinping’s military circle. Recently, there have been reports alleging that Miao Hua was involved in a case related to the disgraced figure, He Weidong, resulting in a major purge within the military. Speculations suggest that the orchestration of this cleansing operation was led by Zhang Youxia, which has inflicted a blow to Xi Jinping.

The Standing Committee of the National People’s Congress of the Chinese Communist Party announced today (April 30th) that four officials have been removed from office or resigned as National People’s Congress deputies. Jiang Chaoliang, Ding Xiongjun, and Miao Hua had their positions as NPC deputies revoked, while Liu Huawen “resigned” from the position. As a result, the qualifications of these four individuals as deputies have been terminated, and Jiang Chaoliang’s positions as Vice Chairman of the National People’s Congress and the Deputy Director of the Standing Committee on Agriculture and Rural Affairs of the National People’s Congress have been correspondingly revoked.

Jiang Chaoliang, who had stepped down as the Party Secretary of Hubei Province over five years ago, was taken down on February 21, 2025.

Liu Huawen, born in October 1969 in Nongan, Jilin, served as the Secretary-General of the Jilin Provincial Government and the Director of the Government Affairs Office of the Provincial Government in 2023. In 2025, he became a member of the Jilin Provincial Committee of the Chinese People’s Political Consultative Conference. On January 7, 2025, he was relieved of his duties as Secretary-General of the Jilin Provincial Government.

On January 2, 2025, Ding Xiongjun, the former chairman of Guizhou Maotai Group, came under investigation.

On November 28 of the previous year, Wu Qian, the spokesperson of the Ministry of National Defense of the Chinese Communist Party, announced during a routine press conference that Miao Hua was suspected of “serious violations of discipline,” leading to his “suspension from duty” by the authorities.

Previously, Zhao Lanjian, a former Chinese media person who had first exposed the arrest of He Weidong, a close ally of Xi Jinping and the Vice Chairman of the Chinese Communist Party’s Military Commission, made revelations on April 24th through self-media. According to Zhao Lanjian, Miao Hua and He Weidong were implicated in a “group political” case involving shocking accusations, triggering the most severe purges within the military.

Zhao Lanjian alleged that on April 17, the Central Military Commission of the Chinese Communist Party conveyed a confidential internal document to all colonels and above (including retirees) in the military through “viewing documents or reading them out under the leadership of the Military Commission.” The document accused Miao Hua and He Weidong of forming cliques and engaging in political activities, which were deemed to “seriously affect the responsibility system of the Central Military Commission Chairman” and “seriously affect the political ecology of the military.” They were characterized as “treacherous and unforgivable” and investigations were initiated against Miao Hua, He Weidong, and their group members.

It is reported that the document spans two pages, with Miao Hua occupying one and a half pages, demonstrating an unprecedented severity in tone and wording.

According to the revelations, Miao Hua intended to replace Xu Qiliang as the Vice Chairman of the Military Commission but failed and then vigorously recommended He Weidong as an alternative. After Miao was taken away, Wang Houbin, Wang Xiubin, and Lin Xiangyang were at a loss and rushed to seek refuge from He Weidong with gifts overnight. Upon being investigated, He Weidong immediately revealed the involvement of “two Wangs and one Lin.”

The preliminary investigation revealed that Miao Hua had taken bribes amounting to over 100 million yuan, while He Weidong had received more than 60 million yuan. The case is still undergoing further deepening investigation.

Both Miao Hua and He Weidong originally served in the military stationed in Xiamen, Fujian – the former 31st Group Army (formerly under the Nanjing Military Region, which has since been disbanded) and had a close relationship with Xi Jinping, who had previously served in Fujian for seventeen years.

Previously, overseas political commentator Chen Pokong mentioned that He Weidong, Miao Hua, and several others all originated from the 31st Group Army, suggesting that this round of purges is aimed at eradicating Xi Jinping’s influence within the military, led by Zhang Youxia, the Vice Chairman of the Central Military Commission of the Chinese Communist Party.
