Xi Jinping’s Hometown Residents Petition Hu Jintao to Investigate Wrongful Cases

More than 500 visiting petitioners from Shaanxi Province jointly submitted a letter to Hu Jintao and Wang Yang, requesting a thorough investigation into local judicial corruption. The letter stated that Shaanxi Province, as the hometown of Xi Jinping, has become a lawless land where wrongful cases are piled up like mountains, and no one dares to seek justice.

The joint letter put forward several demands, including: abolishing various petition departments, thoroughly eradicating the stability maintenance industry chain, implementing democratic voting, abolishing pocket crimes such as provocation and causing trouble, clearly defining illegal interceptions, establishing a Constitutional Court, immediately releasing all wrongfully sentenced rights-defending citizens in custody, introducing successful judicial experiences from abroad, and truly ensuring equality before the law for all.

Visiting petitioners representatives who participated in the joint letter told Epoch Times that 550 rights-defending citizens’ representatives jointly initiated appeals over a decade ago to correct wrongful cases. Many people have been imprisoned, disabled, or even killed for insisting on defending their rights and exposing judicial scandals. The shocking cases have pushed ordinary people to the brink.

Yang Suiquan, a 19-year-old veteran from Shaanxi who participated in the Vietnam War and received a third-class merit for his service, suffered a sixth-grade disability due to the war. During the enterprise restructuring, he and his wife were forcefully laid off, the company did not pay social security contributions, leaving him with no money to continue medical treatment, resulting in the deterioration of his condition and blindness in his right eye. He has been petitioning and defending his rights by begging for over twenty years, detained eight times, and detained for 18 months in a black prison in 2018.

An informant Zhao Jun (pseudonym) told Epoch Times that over the years, Yang Suiquan has been persecuted, and his health is very poor. Because the Baoji government believed that his insistence on petitioning in Beijing was detrimental to them and the companies involved, they took action against him. They kidnapped Yang Suiquan back to the local area from Beijing, falsely charged him with a criminal offense, preventing him from defending his legitimate rights. They used despicable means.

Wang Xiaogang, a mental patient in the Xi’an Xixian New District, suffered maltreatment and delayed treatment for gastrointestinal bleeding while detained in the Weicheng District Detention Center, leading to his death on July 23, 2024.

Wang Xiaoqin said that when she saw her brother at the hospital, his head was swollen like a basketball. Two months before Wang Xiaogang’s death, he already had obvious symptoms, but the detention center did not provide timely treatment. Surveillance videos showed that about 10 days before Wang Xiaogang’s death, he had severe symptoms, such as fainting for seven to eight hours a day with no one attending to him. He also experienced bleeding and vomiting, but was not given medical attention. Wang Xiaoqin believes that “if it had not been delayed, this illness could have been cured.”

Wang Xiaogang was bitten by a colleague’s wolf dog in 2007, leading to a mental breakdown. His father, who petitioned for over a decade without success, became a key retaliatory target in the local area. In September 2022, a local interceptor rushed into Wang’s yard with a knife, and Wang Xiaogang injured him, resulting in a 10-year sentence. During designated surveillance residence and detention in the detention center, he suffered torture such as tiger bench, beatings, standing punishment, hunger, and other coercive measures.

Wang Xiaoqin has filed a criminal lawsuit accusing Zhang Minghui, director of the Weicheng District Detention Center in Xianyang, of negligence in duty and mistreatment of the detainee.

Zhao Jun believes that Wang Xiaogang’s death was caused by a secondary injury from the law and public security agencies. He stated, “He was persecuted to death by public security.”

Zhao Jun stated that the more than 500 wrongful cases mentioned in this joint petition are just the tip of the iceberg, as there are similar cases throughout China. “China is not a rule of law society, it is rule by man, dictatorship, one-party rule. We must persevere, progress in this society must be driven by everyone, not achieved by individuals.”
