Within ten days, six Communist Party officials in Jiangsu fell from power in quick succession.

On the eve of the Third Plenum of the CCP, authorities continue to clean up the officialdom in various regions. Recently, the officialdom in Jiangsu has become a key target, with at least 6 officials in Jiangsu falling within just 10 days in July.

According to the report from the Jiangsu Discipline Inspection Commission of the CCP, from July 3rd to 12th, 6 officials in Jiangsu have been investigated. They are: Zhang Xun, Deputy Director of the Urban Management Bureau of Suqian City, Feng Baochun, Chairman of Nanjing Xin Gong Investment Group, Mi Yun, Director of the Jiangsu Dafeng Port Economic Development Zone Management Committee, Ma Dong, Deputy Director of the Yuntaishan Scenic Area Management Committee in Yungang City, Zhang Huiyang, Vice Chairman of the Huai’an Municipal CPPCC, and Chen Ligen, former Party Secretary of Nanjing Agricultural University.

On July 12th, Zhang Xun, a member of the Party Committee and Deputy Director of the Urban Management Bureau of Suqian City, was investigated for alleged violations of discipline and law. Public records show that Zhang Xun had previously served as Deputy Director of the Suzhou Suqian Industrial Park Planning and Construction Bureau, Deputy Director of the Land and Real Estate Bureau, member of the Park Party Working Committee, Deputy Director of the Management Committee, Party Secretary of the Labor and Social Bureau Branch, and in May 2024, he was appointed Deputy Director of the Suqian Urban Management Bureau.

On July 11th, Feng Baochun, former Party Secretary and Chairman of the Board of Directors of Nanjing Xin Gong Investment Group Co., Ltd., was investigated. Public records show that on January 15, 2013, Feng Baochun was elected as a deputy to the 12th Jiangsu Provincial People’s Congress. He has served as the county mayor of Liushui County (now Liushui District) in Nanjing City, Chairman of Nanjing Municipal Transportation Construction and Investment Holding (Group) Co., Ltd., Chairman of Nanjing Xin Gong Investment Group Co., Ltd., President of the Nanjing New Industrial Industry Association, and Honorary President of the Nanjing Small and Medium-sized Enterprises Association.

On July 10th, Mi Yun, Director of the Jiangsu Dafeng Port Economic Development Zone Management Committee, was investigated. Public records show that Mi Yun had previously served as Minister of the Organization and Propaganda Department of the Women’s Federation in Dafeng City, Party Secretary of the High-tech Zone (Fenghua Street) in Dafeng, Deputy Party Secretary of the Industrial Zone, Deputy Party Secretary and Director of the Management Committee of the Economic Development Zone.

On July 8th, Ma Dong, member of the Party Committee and Deputy Director of the Management Committee of Yuntaishan Scenic Area in Lianyungang City, was investigated. Public records show that Ma Dong had held five positions as bureau chief, including Director and Party Secretary of the Guanyun County Housing and Construction Bureau, Director and Party Secretary of the Urban Management Bureau, Director of the Planning Bureau, Director of the Land Requisition Bureau, Director of the Administrative Law Enforcement Bureau, Secretary of the Party Working Committee of Dayi Mountain Tourism Economic Zone, Deputy Secretary and Director of the Management Committee of the Lutang Industrial Zone in Guanyun County, among others.

On July 4th, Zhang Huiyang, Vice Chairman of the Huai’an Municipal CPPCC, was investigated during his tenure. Zhang Huiyang, born on February 8, 1969, in Jiangsu Siyang, had previously served as a director and general manager of Huai’an Municipal Transportation Holdings Group Co., Ltd. He became Vice Chairman of the Huai’an CPPCC in 2022 but faced investigation subsequently. On June 20th of this year, Zhang Huiyang even attended a session of the CPPCC meeting.

On July 3rd, Chen Ligen, former Party Secretary of Nanjing Agricultural University, was investigated. Chen Ligen, born in October 1961 in Changshu, Jiangsu, had held various positions at Nanjing Agricultural University, including Deputy Secretary of the Communist Youth League, Deputy Director of the Supervision Office, Party Secretary of the School of Land Management, Director of the Party Office, Minister of the United Front Work Department (concurrently), and later served in Xinjiang Agricultural University and Shanxi Agricultural University before returning to Nanjing Agricultural University as the Party Secretary.

Jiangsu is the hometown of Jiang Zemin and a stronghold of the Jiang faction’s power. Since CCP leader Xi Jinping inspected Jiangsu in July last year, Zhang Zhong, the Secretary of the Jilin Provincial Discipline Inspection Commission, was transferred across provinces to become a member of the Standing Committee, Secretary of the Discipline Inspection Committee, and Director of the Supervision Commission of Jiangsu Province. Afterward, a large number of officials in Jiangsu were investigated and fell from grace.

In April and July this year, Li Xi, a member of the CCP Political Bureau Standing Committee and Secretary of the Central Commission for Discipline Inspection, and Li Keqiang, Premier of the State Council of the CCP, separately conducted research in Jiangsu, leading to a wave of investigations of officials in Jiangsu.
