Jin Shi: Professor Yuan Hongbing, it’s your first time on our program, and we’re looking forward to your in-depth analysis of the CCP’s political landscape. At the end of June, the CCP held a meeting of the Politburo, with only one item announced publicly, sparking extensive speculation.
This item is the CCP Central Politburo’s review of the “Regulations on the Work of the Party Central Decision-making Coordination Mechanism,” chaired by CCP General Secretary Xi Jinping.
In other words, the CCP is now proposing new regulations for the “Party Central Decision-making Coordination Mechanism,” which is a significant system for strengthening the central leadership of the party in major tasks. Although the details of the new work regulations were not disclosed in the reports, the meeting stated that “establishing the Party Central Decision-making Coordination Mechanism is an important institutional arrangement to strengthen the central leadership in major work and promote the implementation of major tasks.”
Fu Yao: Among these, the phrase “centralized unified leadership” stands out, contrasting with the CCP’s previous claim of “being determined in one’s decisions.”
Furthermore, in the official report, the meeting also demanded that the “coordination mechanism” should achieve “coordination without substitution, and positioning without overstepping.”
Jin Shi: Before we analyze this “Regulations on the Work of the Party Central Decision-making Coordination Mechanism,” it’s necessary to provide some conceptual clarification because the general public may not be familiar with some of the terminologies used in the CCP system. What is the “Party Central Decision-making Coordination Mechanism”? Only by understanding this concept can we further analyze the newly announced work regulations.
Some analysts mistakenly believe that the Party Central Decision-making Coordination Mechanism is a new institution being established by the central authorities. This understanding is incorrect. The Party Central Decision-making Coordination Mechanism has existed for some time; it is not a new institution, nor does it specifically refer to a single entity but is a general term for such organizations.
Fu Yao: What kind of organizations are these? Simply put, they refer to various central leadership groups established by Xi Jinping, which were later transformed into committees. For example: the Central Comprehensive Deepening Reform Leadership Group, the Central Network Security and Informatization Leadership Group, and the Central Financial and Economic Leadership Group, all of which were later converted into corresponding committees. These committees are all part of the Party Central Decision-making Coordination Mechanism.
Previously, there was no specific set of work regulations for these Party Central Decision-making Coordination Mechanisms, such as these groups, committees, etc. Now, the central authorities have decided to introduce these work regulations to regulate them further. As the meeting mentioned, it aims to “further standardize the establishment, responsibilities, and operations of the Party Central Decision-making Coordination Mechanisms.”
