Visiting Migrants Detained in Beijing for Seeking Medical Treatment Exposes Jiangsu Police Making Fake Records.

Jiangsu petitioner Yang Li and her mother, Xu Dongqing, are in urgent need of medical treatment in Beijing due to serious illnesses, but have been repeatedly intercepted or detained by the authorities. Recently, Yang Li found out that she was detained at the police station for 24 hours last July on the grounds of “disturbing public order.” The local police based their actions on a forged driver’s report.

Yang Li has filed a lawsuit with the court, but the court has not yet taken action.

In 2013, Yang Li’s family encountered violence from the underworld, leading to their forced relocation. Xu Dongqing, Yang Li’s mother, was hospitalized due to the shock and was diagnosed with a heart disease, with a risk of sudden death. Yang Li was diagnosed with a difficult kidney disease in 2006. Last year, the mother and daughter were kidnapped 8 times while trying to seek medical treatment in Beijing.

On July 23 last year, Yang Li’s sister, Yang Caiying, who resides in Japan, made a WeChat voice call to Yang Li to arrange for a car (driver’s WeChat account: “WealthyRolling”) to pick them up. However, when the driver arrived at Yang’s house, plainclothes police officers had already surrounded the area to block their way out.

On June 3 this year, Yang Caiying told a reporter from Dajiyuan, “I asked Lu Qiuming, the secretary of the Jintan District Committee of Changzhou City, why my family was prevented from seeking medical treatment. He said that Deputy District Chief Yao Xiang received a report from the police that the driver reported that my family was planning to cause trouble at Zhongnanhai. I asked the driver to verify, and he denied the accusation.”

“Because the driver came all the way to Jiangsu, while my family was blocked by the police from leaving the house, I negotiated with Deputy District Chief Yao Xiang to either compensate the driver for his loss or allow my family to go to Beijing for medical treatment. In the end, the Deputy Director of the Jintan District Petition Bureau (Dai Quan) paid the driver 1500 yuan via Alipay for the one-way trip. This allowed them to obtain the driver’s personal information.”

On July 24 last year, Yang Li and her mother were forcibly detained at the police station for 24 hours on the grounds of “disturbing public order.” Yang Li has filed for an administrative review and administrative litigation against this illegal summons. However, the Wujin District Court has not made a decision since receiving the complaint.

Yang Caiying said, “Recently, we examined the evidence submitted by the police in the administrative review and found a record fabricated by the driver, alleging that my family planned to cause trouble at Zhongnanhai and tarnish the country’s reputation, with forged signatures.”

On June 1, Yang Caiying shared this record in a WeChat group and asked the driver to confirm if he was coerced or paid off. “The driver told me that the phone number in the record was not his, and the signature was not his either. He never had any contact with the local police. If this case goes to court, he is willing to testify as a witness.”

A reporter from Dajiyuan tried to call the driver, Wang Shunsheng, whose phone number was listed in the record, but the call could not be connected.

The reporter also contacted the Binhu Police Station of the Jintan Sub-bureau of the Changzhou Public Security Bureau in Jiangsu Province to verify the authenticity of the record. The police officer on the line said, “We did not fabricate a false record; we made it based on what they told us.”

Yang Caiying stated, “Based on this fabricated record, it is clear that the authorities in Jintan resorted to all means to prevent my family from going to Beijing for medical treatment. My sister Yang Li has been detained for 10 days three times since last year, all based on these false allegations and evidence.”
