Vice Director of a Chengguan Bureau in Guizhou Exposed for Long-term Sexual Abuse of Underage Stepdaughter

According to mainland media “Modern Express,” recently, members of the public have reported to reporters that Fu, a member of the Communist Party group and deputy director of the Urban Management Comprehensive Administrative Law Enforcement Bureau in Shuicheng District, Liupanshui City, Guizhou Province (hereinafter referred to as the Urban Management Bureau), is suspected of long-term sexual abuse of his underage stepdaughter. In early September, Fu’s wife discovered the matter, and the daughter claimed that she had been raped by her stepfather Fu since she was 9 years old and it had continued until now. After the family reported to the local police, Fu was criminally detained.

On September 29th, a reporter from “Modern Express” called the relevant local department, and the Urban Management Bureau of Shuicheng District responded that Fu had been dismissed recently, but did not disclose the specific reasons and time of dismissal; the Shuicheng Branch of the Public Security Bureau in Liupanshui City responded that the incident did not occur in Shuicheng District but in Zhongshan District, and the specific details of the case were not clear. The staff at Zhongshan Branch stated that they could not disclose specific details.

Subsequently, a reporter from “Modern Express” called Fu’s relatives. A woman claiming to be Fu’s wife told the reporter, “Fu has already gone in,” but when asked about the reasons for him going in, whether Fu did sexually abuse the stepdaughter, whether the girl involved was his biological child, and other questions, she responded with “I don’t know.”

According to “The Paper,” a person familiar with the situation reflected that in early September of this year, Fu’s wife’s daughter suddenly told her mother that she had been sexually abused by Fu since she was 9 years old and it continued until she was 13. Fu’s wife reported to the Criminal Investigation Detachment of the Shuicheng District Public Security Bureau, Fu was criminally detained, but due to certain pressures, Fu’s wife was forced to request the withdrawal of the case from the police.

The Zhongshan District police stated that they would not withdraw the case just because the involved party requested it.

The biological father of the girl confirmed the veracity of the situation.

The staff of the Urban Management Bureau of Shuicheng District stated that upon hearing about this incident, they can seek advice from the Discipline Inspection Commission and the Public Security Bureau, and also provide feedback to the leadership. The office of the Shuicheng District Government responded that the jurisdiction for handling the case lies with the Public Security Bureau, and they will provide feedback to the leadership for coordination.

On September 29th at noon, Fu’s resume was still on the official website of the Shuicheng District Government. According to Fu’s resume, he graduated from Guizhou Normal University with a major in law, and was in charge of urban landscaping, flood control, safety, emergency response, and investment promotion, among other responsibilities. At 2:30 pm, when “The Paper” reporter revisited the webpage, Fu’s resume had been taken down.

This incident immediately drew strong attention on the internet.
