Ukraine signed an intent to purchase agreement with France on Monday (November 17), planning to acquire up to 100 Rafale F4 fighter jets manufactured by Dassault Aviation over the next 10 years. The aim is to strengthen Ukraine’s defense capabilities against potential Russian aggression.
During a meeting between Ukrainian President Zelensky and French President Macron on Monday, the two leaders signed the document, calling it a “historic agreement.” This agreement signifies Ukraine’s initial commitment to purchasing a range of French defense equipment.
In addition to the Rafale fighter jets, the intent to purchase agreement includes air defense systems, radars, and drones. Dassault Aviation’s stock price surged 8% in Paris following this news.
“Ukraine will be able to acquire 100 Rafale F4 fighter jets along with highly advanced French radars, 8 SAMP/T air defense systems, each system equipped with 6 launching devices,” Zelensky stated on social media platform X. “This is a strategic agreement lasting for 10 years, effective from next year. It is a historic agreement.”
According to Bloomberg, a source revealed that the delivery timeline for the first batch of Rafale fighter jets will depend on the speed of Ukrainian pilot training and the progress of related infrastructure construction.
“Today is a significant moment of real historical importance for both our countries – France and Ukraine,” Zelensky mentioned on platform X.
The Élysée Palace stated that this intent to purchase agreement is a political commitment and not a concrete procurement deal, which will come later.
Macron, in an interview with LCI television, noted that the quantity of 100 Rafale fighter jets is substantial and “exactly what the Ukrainian military needs for rebuilding.”
He added that the goal is to provide drones, drone interceptors, and other equipment to Ukraine in the short term, while also preparing Ukraine to defend against any new invasion post the Russia-Ukraine peace agreement.
The Rafale fighter jet is France’s most advanced aircraft, featuring high technology, a delta wing design, and multi-role capabilities, renowned for its exceptional maneuverability and efficiency. It has been deployed in French overseas military operations, including in the Middle East and Africa, with each aircraft estimated to cost over $100 million.
Acquiring more fighter jets is a key goal for Zelensky. Just under a month ago, Ukraine signed an intent with Sweden to potentially acquire up to 150 Saab fighter jets.
Ukraine has already received F-16 fighter jets manufactured by Lockheed Martin in the United States, provided by NATO countries like Denmark and the Netherlands. The U.S. State Department approved in May to offer Ukraine up to $350 million worth of F-16 training and services.
