Trump to Release Federal AI Regulations Emphasizing State Uniformity

On Monday, December 8, 2025, President Trump (Donald Trump) of the United States announced that he would sign an executive order this week aimed at establishing a “One Rule” regarding artificial intelligence (AI), in order to prevent different states from setting up varying regulatory policies on AI technology.

President Trump posted on the social media platform Truth Social, stating, “I will sign an ‘One Rule’ executive order this week. You can’t expect a company to get 50 approvals every time they want to do something.”

The upcoming executive order signifies Trump’s attempt to create more space for development in the American AI industry and avoid unnecessary regulations. With the rapid advancement and widespread adoption of AI technology, various states have enacted policies to protect their citizens from potential harm. Currently, Congress has not reached a consensus on a federal regulatory framework.

Kevin Hassett, the Chairman of the White House National Economic Council, stated in an interview with CNBC on Monday that he had reviewed the draft of the AI executive order.

“Some states want to impose strict regulations on these companies,” Hassett said. “The executive order that the President has promised to issue will clearly stipulate that American companies have one set of rules within the United States.”

President Trump and tech industry leaders have warned that the differences in state laws will stifle innovation and make compliance for businesses more complex. However, federal attempts to legislate about laws above those of the states have sparked dissatisfaction among some Republican governors, including Governor Ron DeSantis of Florida and Governor Sarah Huckabee Sanders of Arkansas. The executive order may face legal challenges.

This executive order is also part of the Trump administration’s broader initiatives in the AI field, aiming to ensure that the United States, rather than communist China, maintains a dominant position in this area.

Trump wrote that currently, the United States is ahead of all other countries in this competition, but if regulations are determined and approved by 50 states, this advantage won’t last long. “No doubt! Artificial intelligence will be stifled in its infancy!”

Last month, Trump also signed an executive order establishing the “Genesis Mission,” aimed at better coordinating research efforts across government departments and more effectively integrating AI tools to achieve scientific breakthroughs.
