Trump Launches “Genesis Mission” to Promote National Research Program

On November 25, 2025, President Donald Trump signed an executive order at the White House officially launching the nationwide initiative known as the “Genesis Mission.” This initiative aims to utilize the scientific research data of the federal government to advance high-performance computing and artificial intelligence (AI) model training, thereby accelerating technological breakthroughs and benefiting American society.

According to the executive order, the Department of Energy and other federal research institutions under its jurisdiction will open up vast scientific data sets for AI model training. These models will be used to identify technological bottlenecks, optimize design processes, and shorten the research and development cycle.

The executive order stated, “At this crucial moment, the challenges we face require a historically significant nationwide effort, the urgency and ambition of which can be likened to the critical role played in the victory of World War II and the establishment of the ‘Manhattan Project’ that laid a vital foundation for the Department of Energy and its national laboratories.”

The document emphasized that the United States will “seize this ongoing computational revolution in the national interest and continue to advance on the basis of decades of innovation in semiconductors and high-performance computing.”

“The Genesis Mission will significantly accelerate scientific discoveries, strengthen national security, secure energy dominance, enhance labor productivity, and maximize the taxpayers’ return on investment in research and development, further driving America’s technological leadership and global strategic leadership.”

Michael Kratsios, the director of the White House Office of Science and Technology Policy, stated during a briefing that this mission will be “the largest mobilization of federal research resources since the Apollo program.”

He pointed out that artificial intelligence will shorten the cycle for research design and verification “from several years in the past to just a few days or even hours,” thereby promoting interdisciplinary breakthroughs that were previously difficult to achieve. He emphasized that the United States is standing at the “threshold of a scientific revolution reshaping global technological leadership.”

According to the executive order, Kratsios will serve as the overall commander of this national mission.

Energy Secretary Chris Wright stated during the briefing that the ultimate goal of this program is to improve the lives of the American people, including increasing energy supply, enhancing grid efficiency, and curbing rising energy prices.

As per the executive order, Wright will be responsible for promoting the mission within the Department of Energy, including identifying 20 national challenges within 60 days and determining relevant computational resources and data sets within 90 and 120 days, respectively.

Over the next eight months, he will review robotic technology and research capabilities in national laboratories and federal facilities, and within 270 days, propose at least one specific use case to address established challenges.

Wright noted that the federal government is adjusting its focus on technology investment, shifting emphasis back to engineering and science to kickstart a new wave of major innovations.

He said, “The importance of this moment is indescribable. Under President Trump’s leadership, we will unleash America’s technological creativity.”
