The Communist Party authorities are cracking down on corrupt officials more and more frequently. However, it has been observed that according to the Communist Party’s own statements, these officials exhibit strong party loyalty. Two recently fallen military-industrial officials, He Wenzhong and Xiao Longxu, were touted as model party members at the national and military level respectively. The detrimental influence of the Communist Party’s loyalty has sparked concern.
On October 24th, He Wenzhong, former Deputy General Manager of China Electronics Technology Group Corporation, was arrested.
The Communist authorities tend to summarize the main criminal activities of fallen corrupt officials with phrases like “relying on X for X,” such as “relying on finance for finance,” “relying on football for football,” “relying on education for education,” “relying on mines for mines,” and “relying on poverty alleviation for poverty alleviation.” Back in April this year, He Wenzhong, according to the Central Commission for Discipline Inspection, was “relying on military industry for military industry,” accepting substantial bribes since before 2012.
Records show that in September 2020, He Wenzhong was recognized as a “national outstanding Communist Party member” and a “national advanced individual in combating the COVID-19 epidemic.”
Radio Free Asia commentator Gao Xin wrote on November 1st this year that He Wenzhong’s later accolade was received because he utilized his “cutting-edge research results in information technology” to help Xi Jinping successfully control the lives of 1.4 billion “epidemic-affected people.”
Furthermore, on October 11th this year, prominent missile expert of the Communist Party, Xiao Longxu, had his National Committee of the Chinese People’s Political Consultative Conference membership revoked.
As a “missile development argumentation and application engineering expert” in the Chinese Academy of Engineering and Chief Engineer of the Rocket Army Research Institute, Xiao Longxu was recognized by the Central Military Commission as a model Communist Party member of the entire military in 2021.
In fact, there have been numerous instances of fallen officials previously praised publicly by the authorities for their loyalty and exemplary behavior.
In 2016, there was significant coverage in overseas media about the investigation of Guo Jianying, Finance Supply Division Chief of the People’s Liberation Army Air Force General Hospital, who reportedly had 100 million RMB in cash at home, some of which had become severely moldy. What stirred debate was that Guo Jianying was still considered a “good cadre” and an outstanding party member in the eyes of the Communist Party, praised as a model worker accountant in the military who “manages the money bag with loyalty and party loyalty.”
An official report praising Guo Jianying was uncovered by online users, where the corrupt nature of this woman accepting both fame and fortune was evident, showcasing her true party loyalty. It was precisely due to her loyalty to the party that she managed to grow her own money bag.
Former Beijing “Tiger” and former Deputy Secretary of the Municipal Party Committee, Lu Xiwen, was consecutively awarded as an “outstanding Communist Party member” for nine years.
Before his fall from grace, former Political Bureau member Sun Zhengcai, who served as Secretary of the Beijing Municipal Party Committee and Shunyi District Party Secretary since 2002, Minister of Agriculture and Party Secretary from 2006 to 2009, and Secretary of the Jilin Provincial Party Committee from 2009 to 2012, was continuously praised for eleven years as an outstanding Communist Party member and cadre, yet he faced numerous criticisms internally and externally, with constant denunciations.
According to reports by Hong Kong media, Sun Zhengcai was dubbed as the “flirtatious District Party Secretary and Provincial Party Secretary,” bestowed with nicknames like “Watch Minister” and “Uncle Watch.”
The notorious corrupt official and former Minister of Railways, Liu Zhijun, who is a graduate of the Central Party School, was known for his strong party loyalty. Just before his downfall, a few years-old interview titled “Railway Minister Liu Zhijun Interview: Never Goes Home for Chinese New Year” was reposted on Chinese internet.
Former Director of the National Bureau of Statistics and economist Qiu Xiaohua, who was involved in corruption and later imprisoned, disclosed during a speech in Shenzhen that in government departments, it can be said that over 90% of individuals would eventually get entangled in problems, implying that no one is without issues.
Singaporean scholar Bo Zhiyue estimated that only 0.000001% of Chinese officials could be considered clean.
Luo Yinguo, former Municipal Party Secretary of Maoming in Guangdong, who died in prison on July 22, 2016, referred during his trial in 2011, “If they call me a corrupt official, it means all Communist Party officials are corrupt! Among officials like me across China, is there anyone who isn’t corrupt? Isn’t it true that the Communist Party promotes corrupt individuals?”
Current affairs commentator Li Linyi pointed out that officials in the Communist Party, before being investigated, all appear to be honest like Jiao Yulu, but upon inspection, they all turn out to be “Lei Zhengfu.”
Lei Zhengfu, former District Party Secretary and District Chief of Beibei District in Chongqing, was brought down in November 2012 due to the exposure of a sex scandal video.
In a publication by the Beijing Daily, it hinted at the Communist Party’s code that turns regular people into corrupt individuals. It was reported that good-looking corrupt official Wang Min, former Party Secretary of Jinan, who was caught visiting Zhao Jin’s involvement in a yellow-themed nightclub, had a special affinity for watching red-themed videos, and would sit alone in the living room watching repeatedly, sometimes becoming so emotionally overwhelmed that tears would flow uncontrollably.
An article by “Tang Zhen” asserted that if Marx had an extramarital child, Lenin contracted syphilis, Mao Zedong had multiple wives, and Jiang Zemin indulged in corruption and debauchery in governing, then every member in the Communist Party, unless resisting from within and eliminating the party’s control, would inevitably succumb to corruption and debauchery.
