The elderly in Beidaihe enjoy tea while military leaders ignore Xi.

On August 3rd, official media reported that Politburo Standing Committee member Cai Qi visited expert representatives in Beidaihe, signaling the beginning of the annual Beidaihe vacation for senior Chinese Communist Party officials. The question remains: will there be a Beidaihe meeting this year, and are elderly officials still wielding influence?

On July 31st, the Chinese Ministry of National Defense held a reception at the Great Hall of the People in Beijing to mark the so-called “98th Anniversary of the Founding of the PLA.” In comparison to last year’s reception, this year’s main table was missing 7 active generals, including the commanders and political commissars of the People’s Armed Police Force, as well as the commanders and political commissars of the Navy. Representatives from the Political Work Department of the Central Military Commission and the Central Theater Command were also absent. The main table this year still consisted of 21 individuals, with only 12 generals seated, while 7 so-called model figures from the military were also accommodated at the main table. The absence of 7 generals has raised speculation about Xi Jinping’s intentions.

Since coming to power, Chinese Communist Party leader Xi Jinping has promoted a total of 79 generals. Currently, at least 10 of these individuals have been removed from their positions or fallen from grace, while another 12 are rumored to be under investigation or have gone missing. The overall rate of “incidents” has exceeded 20%. Is Xi Jinping purging disloyal generals or allowing military power to slip away?
