Taiwan’s Executive Yuan Cabinet reshuffle, list of 16 personnel changes announced.

The Cabinet reshuffle list of the ruling party in the Republic of China has been announced. The spokesperson of the Executive Yuan, Li Huizhi, stated today (27th) that a total of 16 cabinet members will be reshuffled in the Executive Yuan, National Development Council, Ministry of Economic Affairs, Ministry of Sports, Ministry of Health and Welfare, Digital Development Department, Environmental Department, Ministry of Education, Council of Indigenous Peoples, and Overseas Community Affairs Council.

The Executive Yuan of the Republic of China issued a press release today, indicating that in response to the public’s expectations of the government, Li Huizhi mentioned that starting from the 24th, Premier Zhuo Rongtai has initiated a large-scale adjustment of the administrative team in accordance with President Lai Ching-te’s instructions, upgrading the “AI Action Cabinet” into version “2.0” to accelerate actions and make governance more effective.

Li Huizhi pointed out that the lineup of the “AI Action Cabinet 2.0” this time includes 16 cabinet members being reshuffled. Firstly, the Secretary-General of the Executive Yuan will be taken over by the current Deputy Secretary-General of the Presidential Office, Zhang Dunhan, who has extensive experience in both local and central government administration and policy familiarity, and will play a crucial role in communication and coordination in the future.

The Secretary-General of the Executive Yuan, Gong Mingxin, will assume the position of Minister of Economic Affairs. Gong Mingxin has previously served as Chairman of the National Development Council and Deputy Minister of the Ministry of Economic Affairs, and will now steer the overall economic strategy of the country, laying the foundation for the next phase of Taiwan’s industry, trade, and economic infrastructure.

The current Deputy Chairman of the Overseas Community Affairs Council, Ruan Zhaoxiong, will take over as Deputy Secretary-General of the Executive Yuan, maintaining smooth communication channels with various parties in the Legislative Yuan. The position of Deputy Chairman will be filled by former Hsinchu City Councilor Li Yanhui.

To implement President Lai’s sports and physical education policies, promote national sports, push for the popularization of competitive sports, and host international events to promote the Taiwan brand, the Ministry of Sports will be established on September 9th. It is proposed that Li Yang, the two-time Olympic badminton men’s doubles gold medalist in 2020 and 2024, will become the Minister of Sports.

The current Director of the Sports Administration, Zheng Shizhong, and the Executive Director of the National Sports Science Center, Huang Qihuang, will take over as Political Deputy Ministers. The current Deputy Director of the Sports Administration, Hong Zhichang, will assume the position of Executive Deputy Minister, with the expectation of strengthening Taiwan through sports and physical education with talents who understand sports and sports competition the most.

The Chairman of the National Development Council will be held by former Director of the Chung-Hua Institution for Economic Research, Yeh Chun-hsien. Yeh Chun-hsien has long provided advice to the government on domestic industrial policies, and it is hoped that he will continue to leverage his expertise and communication skills to outline government policy blueprints.

The Ministry of Health and Welfare will continue to implement President Lai Ching-te’s important policy of “Healthy Taiwan”. It will be led by the current Director of the Central Health Insurance Administration, Shi Chongliang, as the Minister, and the current Director of the Centers for Disease Control, Chuang Jen-hsiang, as the Executive Deputy Minister.

Shi Chongliang and Chuang Jen-hsiang not only laid a solid foundation for epidemic prevention in Taiwan during the global COVID pandemic but also provided updates to the public on the epidemic situation through press conferences. It is hoped that in the future, they will continue to promote the policy of “Healthy Taiwan” through their professionalism and communication abilities.

The Department of Digital Development will be taken over by the current Deputy Minister, Lin Yijing, as the Minister, with the position of Deputy Minister being filled by the current Secretary-General of the Taiwan Artificial Intelligence School Foundation, lawyer Hou Yixiu. It is expected that through the expertise of these two individuals, digital governance issues such as innovative technology, open data, and open government, as well as related legal norms, will be delineated in the future.

Furthermore, the Political Deputy Minister of the Environmental Department will be succeeded by the current Director of the Chemical Substance Management Bureau, Xie Yanru; the Political Deputy Minister of the Ministry of Education will be taken over by Liu Guowei, a professor in the Department of Electrical Engineering at Ming Chuan University; and the Deputy Chairman of the Council of Indigenous Peoples will be succeeded by former baseball player Chen Yishin.

Li Huizhi mentioned that Premier Zhuo will lead the new Cabinet team members after the Executive Yuan meeting on the 28th to report to the public on the new formation of the “AI Action Cabinet 2.0”.
