Taiwanese Enterprises’ PC Plastic Exports to Mainland China Subject to Anti-dumping Duties, Taiwanese Government Responds

The Taiwan government has responded to the Chinese Communist Party’s decision to impose anti-dumping duties on polycarbonate (PC) imports from Taiwan starting from the 20th. The Executive Yuan of the Republic of China stated that the government is actively assisting companies in legal proceedings and guiding them towards upgrading and transformation. Some companies have already made early strategic moves to diversify their markets, expanding into regions outside of China such as Europe, America, and Southeast Asia.

On the 19th, China’s Ministry of Commerce announced its final ruling on anti-dumping duties on imported polycarbonate from Taiwan, determining that the investigated products were being dumped, and would impose anti-dumping duties starting from the 20th for a period of 5 years.

Spokesperson for the Executive Yuan of the Republic of China, Lin Zilun, stated on the 19th that when the issue was investigated by China in 2022, the Ministry of Economic Affairs encouraged Taiwanese companies to actively participate in the legal proceedings and provided subsidies to hire lawyers to assist in the legal process. Therefore, with the active cooperation of the companies in providing favorable evidence, lower tax rates were secured in the final ruling. Some companies saw their final tax rates decrease from the initial estimate of around 17% to a range of 9% to 12.2%.

Lin Zilun mentioned that after China’s preliminary ruling was announced in August 2023, the Ministry of Economic Affairs immediately discussed and evaluated with the companies. Some companies had already made early strategic moves to diversify their markets by expanding into regions outside of China, such as Europe, America, Southeast Asia, Turkey, North Africa, or forming cross-industry alliances to explore emerging markets like India, ASEAN, and Africa.

Lin Zilun stated that the Ministry of Economic Affairs is also actively guiding companies in upgrading and transforming to develop high-value and differentiated products, enhancing the competitiveness of Taiwanese products in the international market.

He said that the government is well aware of the situation and prepared for it, providing assistance to companies through various channels to minimize the impact of this event on Taiwanese businesses. The actions taken by China are not conducive to the normal trade relations between the two sides and are quite unfair to Taiwanese companies. It is urged that China return to the norms of international trade and not let political maneuvers affect regular trade relations.
