The Executive Yuan of the Republic of China, Premier Su Tseng-chang, stated that the 2025 Urban Resilience (Air Defense) Exercise has been taking place gradually across various locations starting on the 15th of July. In the event of hearing air defense alarms or receiving national-level alert messages, please remain calm and evacuate to the nearest shelter.
Premier Su Tseng-chang posted on Facebook that the 2025 Urban Resilience (Air Defense) Exercise will be held from 1:30 pm to 2:00 pm on the 15th in Miaoli, Taichung, Nantou, and Changhua. On the 16th, the exercise will move to Kaohsiung and Pingtung, on the 17th from 1:30 pm to 2:00 pm in Yilan, Keelung, Taipei, New Taipei, Taoyuan, and Hsinchu City, and on the 18th from 10:00 am to 10:30 am in Hualien, Taitung, Kinmen, Matsu, and Penghu.
Typhoon Danas recently hit Taiwan, resulting in 2 deaths and 708 injuries, with a total of 8040 disaster cases nationwide, with Tainan City and Chiayi County making up over 75% of the total. Premier Su Tseng-chang mentioned that Yunlin, Chiayi, and Tainan will not participate in the exercise as they are currently focused on disaster relief efforts.
Premier Su Tseng-chang emphasized that when the public hears air defense alarms or receives national-level disaster warnings through cell broadcasts, they should remain calm, follow the guidance of police and civil defense personnel, and evacuate to the nearest shelter. He reminded the public that according to Article 25 of the Civil Defense Act, those who do not comply with exercise regulations may face fines ranging from NT$30,000 to NT$150,000.
Through the participation of all citizens, Premier Su Tseng-chang stated that a deeper “be prepared, be safer” mindset will be cultivated, showcasing Taiwan’s determination for “strong defense will” and “self-protection resolve” to the international community, which is the best preparation for any natural disaster or extreme situation.
The annual air defense exercises “Wan An” with the military and civil defense exercises “Min An” in Taiwan, have been merged this year into the “Urban Resilience Exercise.” The exercises include practice drills such as alarm activation, evacuation and traffic control. In addition to sounding air defense alarms, mobile alert messages will also be sent out through the “Air Threat Alert System.”
Former Premier Lai Ching-te expressed on Facebook that the Urban Resilience (Air Defense) Exercise coincides with the Han Guang military exercise. He also urged fellow citizens to show the greatest support and encouragement to the military. In the spirit of National Unity Month in July, everyone can improve their preparedness, understand their surroundings, cooperate with government guidelines, and collectively build a more resilient societal system for a peaceful and stable Taiwan.
The 2025 Urban Resilience (Air Defense) Exercise has been gradually taking place across various locations since the 15th of July. Taiwan Railways Administration stated that all train services are operating normally, with ticket sales and passenger access at stations functioning as usual. Passengers are advised to arrive at stations early to avoid any disruptions to their journeys.
Taiwan Railways Administration also mentioned that passengers leaving trains and those meeting family or friends should promptly follow the guidance of police, authorities, and civil defense personnel to evacuate to safety. For passengers who have purchased tickets but experience delays due to the exercises, they may change to other train services or obtain ticket refunds without incurring fees.
