The Ministry of Economic Affairs of the Republic of China (Taiwan) announced an updated version of the “List of Entities for the Management of Export of Strategic High-Tech Goods” on the website of the Bureau of Foreign Trade on June 15th. Huawei, SMIC International, and 601 other entities involved in military expansion activities have been included in the list, subject to technology export controls.
The Bureau of Foreign Trade of the Ministry of Economic Affairs stated in a press release on the 15th that it regularly convenes interdepartmental review meetings to discuss updates to the list of entities for the export of strategic high-tech goods in accordance with Article 13 of the Trade Act. The updates primarily reference the sanctions and control lists of the United Nations Security Council and allied countries, with a total of 10,844 entities and individuals currently listed.
In a recent interdepartmental review meeting of the Bureau of Foreign Trade, a list of entities was disclosed on the 10th, adding 601 entities involved in military expansion activities in Russia, Pakistan, Iran, Myanmar, mainland China, including companies such as Huawei and SMIC.
The Ministry of Economic Affairs urged domestic businesses, stating, “If exporting to entities on our controlled list, companies should obtain a Strategic High-Tech Commodity Export Permit issued by the Bureau of Foreign Trade in advance to proceed with the export.” In addition, customs will assist in border inspections, and no clearance will be granted to businesses attempting to export entities on the list without permission.
The Bureau of Foreign Trade of the Ministry of Economic Affairs reminded businesses to adhere to export control regulations, fulfill their duty of enterprise verification, carefully assess transaction risks, and avoid involvement in military expansion activities. The bureau will continue to conduct outreach seminars to assist businesses in understanding export control regulations.
