Suzhou Industrial Park Director Reported by Subordinates for Corruption Involving 17 Million RMB

Suzhou Industrial Park Business Bureau official Ma Xiangyu yesterday publicly reported his superior online, involving a corruption amount of 17 million RMB, but his report to the Suzhou Municipal Discipline Inspection Commission last year has seen no follow-up till now.

On July 28, a 1 minute 50 second video of the public report caused a stir online. In the video, Ma Xiangyu held up his ID card to report his boss, Zhu Huan, the director of Suzhou Industrial Park Business Bureau, for colluding in government procurement, setting up fake projects to embezzle funds, engaging in bribery, and providing false materials to the provincial party commission.

Ma Xiangyu stated that on March 13, 2023, he provided a large amount of contracts, invoices, quotation records, call recordings, WeChat chats, email accounts, etc., to the Suzhou Municipal Discipline Inspection Commission for a formal report, but it has been one year and four months since then with no response from the commission.

According to the video and report released by Ma Xiangyu, he graduated with dual bachelor’s degrees from Tsinghua University and was later sent to Harvard University in the United States for research during his postgraduate studies at Tsinghua. In 2019, after starting work at Suzhou Industrial Park, he focused on his work, produced a lot of results, but faced a 4-year retaliation for refusing to participate in corrupt activities. Furthermore, in subsequent recruitments, all candidates graduating from Tsinghua University were excluded from the selection list, citing that “Tsinghua graduates do not follow the rules.”

Ma Xiangyu stated: “The amount the group is involved in is not less than 17 million RMB. This is a typical case of group corruption, and I earnestly request relevant departments to take concrete actions against corruption to recover financial losses and purify the environment.”

In response to this, Zhu Huan declined to make a statement when questioned by the media. A staff member from the Suzhou City Government Duty Office stated that the matter is under investigation.
