In a shocking case that continues to unfold, the Chinese-American Guojun Xuan, known as a pro-China community leader in Los Angeles, is in the spotlight for allegedly keeping 21 children in his mansion. What started as accusations of child abuse and surrogacy scandals has now evolved into suspicions of child trafficking, with more details coming to light. Neighbors of Guojun Xuan claimed they had never seen any children in the house before.
This disturbing incident took place in Arcadia, one of the wealthiest Chinese cities in Southern California. Police discovered a group of children in a luxury home worth around $4 million, most of whom were born to different surrogate mothers but legally under the custody of a Chinese “couple” – 65-year-old Guojun Xuan and 38-year-old Silvia Zhang.
“When we arrived at the residence on the evening of May 7th, we found 15 children, adult caretakers, and the parents,” said Arcadia Officer Kollin Cieadlo to a reporter. Several children were found living outside the house, but authorities believe they were temporarily placed there.
Living together in this enclave of “surrogate children” has left neighbors of Guojun Xuan stunned. During a visit to the mansion on Thursday, a neighbor expressed disbelief over the reported child abuse, emphasizing the importance of respecting life and condemning any immoral acts.
Preliminary investigations revealed that the children were from a surrogacy operation run by Guojun Xuan and Silvia Zhang through a now-defunct agency named “Mark Surrogacy.” However, authorities are scrutinizing the circumstances behind the recruitment of surrogate mothers, suspecting hidden agendas and raising many questions.
Officer Cieadlo disclosed a peculiar detail, noting that most children had identical short hairstyles and similar clothing, regardless of gender, presenting a striking resemblance. Moreover, the couple claimed to have a marital relationship, yet law enforcement lacks documentation to verify the legality of their marriage.
An exclusive report by The Daily Wire mentioned an ongoing FBI investigation into allegations of a profit-oriented baby trafficking scheme involving California and China. A federal source expressed unease over the number of babies born through surrogacy, describing the situation as bizarre where babies were neglected and then shipped back to China. The source raised concerns over verifying the parentage of these American-born children and its potential impact on national security.
The children, ranging from 2 months to 13 years old, with the majority being infants and toddlers aged between 1 to 3, are now under the care of the Department of Children and Family Services (DCFS).

Immigration lawyer Chen Chuangchuang suggested a high likelihood of the couple acting as surrogacy intermediaries for wealthy Chinese individuals, emphasizing the severe implications if child smuggling allegations are confirmed, as it would escalate into a federal offense.
Regarding Guojun Xuan’s background, he is an influential pro-China community leader in Los Angeles, actively participating in events organized by Chinese Communist Party-affiliated groups with the presence of the Chinese consulate’s officials. He is closely associated with prominent pro-China figures like Zhang Sujiiu and Lu Qiang. Apart from that, a web profile describes Guojun Xuan as a member of the Chinese Communist Party, an entrepreneur with a long history of involvement in Xinjiang, holding positions such as a National People’s Congress representative and Vice Chairman of the Xinjiang Entrepreneur Association.
The Arcadia Police confirmed that all 21 children are now under the guardianship of DCFS while Guojun Xuan and Silvia Zhang were initially arrested on charges related to endangering child safety and later released on $500,000 bail each. However, the main suspect of child abuse, 56-year-old nanny Li Chunmei, remains missing. The case is still under investigation.
