To enhance the resilience of Taiwan’s industrial cyber security, the Department of Digital Development’s Cyber Security Office (CSO) held a press conference today (27th) to emphasize the importance of collaboration between public and private sectors in establishing a united defense system to effectively enhance cyber security capabilities.
The Republic of China’s Department of Digital Development’s Cyber Security Office organized the press conference titled “Public-Private Collaboration, Constructing a Robust Cyber Security Defense Network” this afternoon, with Deputy Minister of Digital Development, Lin Yijing, and Director of CSO, Cai Fulong, among the attendees. They discussed strategies and specific measures for public-private collaboration in enhancing cyber security defenses, and invited industry representatives to share their cooperation experiences.
Lin Yijing stated, “We all know that cyber security is national security, but the government alone cannot provide complete protection, as its resources are limited. It is imperative to rely on the power of the private sector cyber security industry and professionals to establish a united defense system through close collaboration between public and private sectors, in order to effectively enhance Taiwan’s cyber security defense capabilities.”
Cai Fulong remarked that in recent years, the frequency of cyber attacks has been increasing, making cyber security a vital issue for private enterprises. The recent discussions in the Legislative Yuan about amending cyber security laws, especially the addition of Article 4 to assist private entities in handling, responding to, and preventing major cybersecurity incidents, demonstrate the importance placed on private sector cyber security by lawmakers.
The Taiwan Computer Emergency Response Team/Coordination Center (TWCERT/CC) plays a pivotal role in enhancing cyber security defense capabilities. The CSO stated that the National Cyber Security Research Institute operates TWCERT/CC, leveraging its extensive experience and technology in cyber security protection within the public sector to connect intrusion information in the public and private domains, driving cyber security collaboration.
According to the CSO, TWCERT/CC consolidates cyber security information from domestic and international sources, sharing it with TWCERT/CC members to help companies proactively prevent cyber threats. In response to significant cyber security incidents domestically, they actively engage and assist affected companies in managing the situation to minimize damage. By aggregating threat intelligence reports, analyzing attack methods, and issuing alerts about potential attacks, they enhance overall cyber security defense.
The CSO of Taiwan stated that to continually improve the public-private collaborative defense mechanism, TWCERT/CC will enhance its operations, promote the establishment of Product Security Incident Response Team (PSIRT) mechanisms within companies to strengthen reporting processes and expedite vulnerability patching. Through the TWCERT/CC Member Alliance, they aim to enhance the exchange and sharing of intrusion intelligence to build a unified defense system, thereby achieving the goal of cyber security information sharing.
To enhance companies’ capacity to respond to cyber threats, the Taiwan Cyber Security Institute offers elite cyber security training courses to nurture high-level cyber security professionals in companies, boosting their defensive capabilities to ensure data security and operational stability.
With the sponsorship of Google.org, the Taiwan Cyber Security Institute has launched the “NICS Taiwan Cyber Security Program,” establishing a team of enterprise cyber security service providers to offer services such as cyber security needs assessments, resource materials development, seed training, cyber security training, and on-site guidance, to assist resource-constrained organizations like small and medium-sized enterprises and non-governmental organizations in enhancing cyber security awareness and defense capabilities.
During the press conference, the CSO of Taiwan shared several actual cases of public-private cooperation in responding to cyber security threats. By collecting diverse threat intelligence from international organizations, the dark web, and malicious email traps, they actively inform relevant companies through member channels and simultaneously provide protective recommendations, effectively reducing the risk of cyber attacks.
Moreover, the CSO of Taiwan extended invitations to representatives from Wai Chiao Information Co., Ltd. and Web Engine Information Software Co., Ltd. to share their cooperation experiences with TWCERT/CC, showcasing the concrete achievements of public-private collaboration in enhancing cyber security defense.
The CSO of Taiwan emphasized that they will continue to deepen cooperation with the industry to jointly construct a safer and more trustworthy digital environment, laying a solid foundation for Taiwan’s digital economic development.
