Spring and Autumn of Politics: Feng Congde: 46 Constitution is Applicable to China

In light of the current political system in Taiwan as compared to that of the United States, Dr. Feng detailed the contents of the Four-Six Constitution, also known as the Five Powers Constitution, and the characteristics of the established political system.

Given that the Four-Six Constitution was designed for such a large country like mainland China, while Taiwan is relatively small, the current political system in Taiwan has undergone many modifications and simplifications compared to the system designed by the Four-Six Constitution. For instance, the National People’s Congress and the provincial-level administrative structures have been frozen.

Dr. Feng emphasized that after the collapse of the Chinese Communist Party (CCP), it is crucial to swiftly stabilize the central government, the military, and the border areas. Following this, the Four-Six Constitution should be employed as a temporary constitution, calling for the election of the National People’s Congress. A dual executive system should be adopted to limit the power of the president and prevent any possible change in the form of a dictatorial regime.
