Sichuan Female University Student Detained in Mental Hospital for Eight Years, Urgently Seeking Help

Sichuan female college graduate Xu Xinrui has been confined in a mental hospital for eight years after reporting that the community secretary was playing mahjong during work hours, sparking urgent calls for help from her recently.

Mainland public welfare worker and independent investigator Wu Huaijun revealed Xu Xinrui’s situation on social media platform.

According to the report, while working at the Shiyi Community Library in Chengdu’s Mengzhui Bay Street, Xu Xinrui reported to the Sichuan Provincial Commission for Discipline Inspection website about the community female secretary playing mahjong at the library during working hours. However, she was forcibly sent to the Chengdu Dekang Mental Hospital by the local police station and community, where she has been held for eight years.

An informant, Wang Qi (alias), told Epoch Times that the community did not explain the reason for sending her to the mental hospital, but after she reported the secretary, she was forcibly sent there.

A doctor at the Chengdu mental hospital told Wu Huaijun that Xu Xinrui’s condition is stable and she can be discharged, but someone needs to pick her up. Wang Qi said that the doctor said she could be discharged, but the street office and police station have not come to get her. Xu Xinrui’s parents have passed away before she was detained, she has an uncle, but he doesn’t care about her at all.

Epoch Times tried to contact Chengdu Dekang Mental Hospital, Mengzhui Bay Police Station, and the community, but no one answered the phone.

Wang Qi said that a woman who was once detained with Xu Xinrui revealed that Xu Xinrui suffered inhumane torture inside. “She said Xu Xinrui is completely sane. She has to take medication from the hospital every day inside. If she is disobedient, she will be tied up and even electric shocks.”

Wu Huaijun, under the guise of being Xu Xinrui’s cousin, managed to find Xu Xinrui by calling the Dekang Mental Hospital. Xu Xinrui was very emotional at the time, whispering to Wu Huaijun on the phone that she is forced to take mental health medication every day and has been shocked numerous times as punishment. She hopes society can rescue her.

Xu Xinrui’s experience is not an isolated case. Wu Huaijun learned from informants who came out of the Dekang Mental Hospital that the hospital has detained many normal people, some of whom have been held for decades.

Public records show that Chengdu Dekang Hospital (Chengdu Mental Hospital) is under the Chengdu Civil Affairs Bureau and was established with investment from the Sichuan Welfare Lottery Public Welfare Fund. According to eyewitnesses who came out, most of the detainees there are normal people, some of them being detained for over a decade.

Wu Huaijun once reported to the Sichuan Health Insurance Bureau that Dekang Hospital is admitting normal people, suspecting medical insurance fraud. However, there has been no response.

Mainland victim Chen Ping, due to holding different political views, was illegally detained in mental hospitals and suffered abuse five times. He was force-fed during hunger strikes, almost losing all his teeth.

He told Epoch Times that the Chinese authorities forcibly send petitioners and dissidents to mental hospitals for persecution, “It is a dark and cruel means of their rule, extremely inhumane.”

He described the situation there as hell on earth. “Some are incurable, with no one outside to help, and they die inside. Some are tortured to death. Tied up, stuck with electric needles, losing control of bodily functions, screaming in pain – that kind of terrifying condition, it’s hell on earth! The purpose is to destroy your will and make you submit.”

Xu Xinrui has been in the mental hospital for eight years and cannot leave. Chen Ping urged the international community to pay attention to the human rights abuses of the Chinese Communist Party, urging the CCP to release the normal people being detained. “They should be exposed, they are evil, they are inhumane.”
