Shen Aibin, a Visiting Migrant, Forced Back to Wuxi by Police After Seeking Medical Treatment in Beijing.

On the afternoon of October 13th, around 6 pm, Shen Aibin, a retired military personnel from Wuxi, was preparing to travel to Beijing for medical treatment. However, he was forcibly abducted by Deputy Director Shen Kexing from the Guangyi Police Station of Liangxi Sub-bureau, Wuxi Public Security Bureau, along with three special police officers at the Wuxi East Railway Station. They took him to the petition office in Guangyi Street, where he was forced to communicate with the petition staff until 10:30 pm when he finally returned home.

Shen Aibin urged the public to pay attention to the dark reality of Wuxi and called on the Secretary of the Wuxi Municipal Party Committee, Du Xiaogang, and the Mayor, Jiang Feng, to uphold the Constitution and laws. He demanded that the Wuxi Public Security Bureau’s Tan Yongsheng cease all abusive actions, fulfill their legal responsibilities properly, refrain from abusing criminal methods for stability maintenance, and stop the unauthorized interception of petitioners. He emphasized the need to protect human rights in accordance with the law.

Since his release from prison on April 30th, Shen Aibin has faced interference from the Wuxi authorities at every turn. He was detained twice in July and September. On October 11th, he and several others were invited to a banquet in Jiangyin, but were forcibly confined at home, preventing them from attending. Shen Aibin was subjected to violence by police officers from Lihu Development Zone Police Station.

On October 12th at noon, Shen Aibin was summoned by the police in Xincheng District, and he was not released until noon on the 13th. That evening, while getting ready to travel to Beijing for medical treatment for symptoms caused by persecution, Shen Aibin was abducted by Deputy Director Shen Kexing and three special police officers at the Wuxi East Railway Station, just moments before his train departure time at 6:27 pm. They forced him into a police car, confiscated his phone, and took him to the petition office in Guangyi Street.

After being abducted from the station, Shen Aibin posted a message on WeChat, drawing attention from many petitioners in Wuxi. Around 10:30 pm, after returning home, he reassured everyone through another message.

Shen Aibin told a reporter, “Yesterday, my arm was injured and bruised during the abduction. Throughout the whole process, they did not show any identification or legal documents, blatantly exceeding their authority and abusing power in a flagrant violation of the law. This is the reality of our Wuxi police! They have persecuted me three times and even sentenced my minor daughter. They used strong electromagnetic radiation and sound waves against me, colluded with Liyang Prison to make my life in prison unbearable. Even after my release, they continue to isolate my social connections, intimidate and threaten me, and block my finances with the intention of harming me.”

He added, “The state of rule of law in Wuxi is extremely dark and the human rights situation is dismal! For the sake of political achievements, the Wuxi authorities ruthlessly intercept, attack, and suppress the legal petitioning activities of ordinary people!”

Since his release from prison in April, Shen Aibin has been constantly harassed, summoned, and detained by the Wuxi authorities, restricting his freedom of movement everywhere he goes. In light of these circumstances, Zhang Ling, a rights activist from Nanjing, wrote an open letter seeking help from the Jiangsu Provincial Party Committee, provincial government, Wuxi Municipal Party Committee, Municipal Government, and the Public Security Bureau leadership.

Zhang Ling pointed out that Shen Aibin, coming from a rural background, served more than ten years in a military unit in the Wuhan Military Region before becoming a civil servant after transitioning from the military. Due to a dispute resulting from an act of goodwill in 2013, he was expelled from the Party and dismissed from his public office. He has faced legal troubles three times for advocating for his rights, even after his release in April 2025, he still faces challenges due to judicial disputes. Currently suffering from severe depression, he has no income or job, leading to a desperate situation in life.

Despite his current dire circumstances, Shen Aibin hopes that the leaders will show compassion and extend a helping hand to provide him with hope in this difficult situation.

Zhang Ling urges the leaders in Jiangsu and Wuxi to focus on the following aspects:

1. Review of the Case: The controversy surrounding Shen Aibin’s case has persisted for years. It is requested that within the framework of the law, considering his background as a military veteran and past contributions, a thorough evaluation of the case facts and procedures be conducted, correcting any miscarriages of justice as necessary.

2. Humanitarian Care: Given his physical and mental condition, it is imperative to coordinate medical assistance to address his basic survival and medical needs.

3. Ensuring a Way Out: As a military veteran, efforts should be made within the policy scope to help him secure employment opportunities or ensure his livelihood, supporting his return to a normal life.
