Shanxi Former Governor Jin Xiangjun Expelled from Party for Allegedly “Perfunctory Central Authorities”

The former Deputy Secretary of the Shanxi Provincial Party Committee and Governor, Jin Xiangjun, has been expelled from the Chinese Communist Party and dismissed from public office (‘double expulsion’) on allegations of being evasive in response to the decisions and arrangements of the Central Committee of the Chinese Communist Party, engaging in power-for-sex transactions, and illegally accepting huge sums of money.

The website of the Central Commission for Discipline Inspection of the Chinese Communist Party and the National Supervisory Commission announced today (October 10) that an investigation into the “serious violations of discipline and law” by Jin Xiangjun led to his expulsion from the party and removal from public office.

The announcement stated that Jin Xiangjun “implemented discounts on the decisions and arrangements of the Central Committee of the Chinese Communist Party, engaged in flexibility, and evasiveness”; accepted “nanny-style” services from private business owners without compensation; sought benefits for others and accepted money in cadre selection and appointment work; held shares in non-listed companies in violation of regulations, engaged in power-for-sex and money-for-sex transactions; exploited his position for personal gain in corporate operations, project contracting, and accepted huge sums of money illegally, among others.

It was officially stated that Jin Xiangjun’s credentials as a representative of the 20th National Congress of the Chinese Communist Party have been terminated, and his alleged criminal issues have been referred to the procuratorate for review and prosecution. The decision to expel him from the party will be affirmed at the next plenary session of the Central Committee.

Public records show that the 61-year-old Jin Xiangjun previously held positions such as Mayor and Party Secretary of Yulin City, Guangxi, Party Secretary of Fangchenggang City, Vice Mayor of Tianjin, Standing Committee Member and Secretary-General of the Tianjin Municipal Party Committee, and Deputy Secretary of the Tianjin Municipal Party Committee. He was appointed Deputy Secretary of the Shanxi Provincial Party Committee and Acting Governor in December 2022, and later became the Governor of Shanxi Province in January 2023 until his investigation was announced on April 12 this year.

Australian anti-communist influencer Yin Ke had revealed through his X platform account on April 11 that Jin Xiangjun was under investigation. On April 13, Yin claimed that Jin Xiangjun’s downfall was orchestrated through operations by his fellow Hunan compatriot and former Minister of the Organization Department Li Ganjie, with aspirations to become Deputy Secretary of the Zhejiang Provincial Party Committee and Governor, and later aiming to become the Party Secretary of Inner Mongolia, with Jin’s wife and Li Ganjie’s wife involved in selling official positions and titles.

Li Ganjie was suddenly reassigned as the Minister of the United Front Work Department in April of this year, taking over from the former Minister, Shi Taifeng.

Furthermore, Jin Xiangjun and the former Chairman of the Guangxi Zhuang Autonomous Region government, Lan Tianli, who fell from grace in May this year, are both former subordinates of Guo Shengkun during his time in Guangxi.
