Shaanxi Community Female Secretary Deliberately Hits Woman with Car, Sparking Public Outcry

In Shaanxi Baoji Fengxiang District Yongxing Road Intersection, Zhang Moufeng, the secretary of Dongguan community (district People’s Congress representative), deliberately drove a white sedan on the street, intentionally hitting a woman in white clothes, causing a passing electric scooter to crash and two people on it to fall to the ground. However, Zhang did not stop the car and continued to accelerate to chase the woman in white. The incident has sparked widespread public attention and trended on social media.

Video footage from the scene shows two cars in the middle of the intersection, with a white sedan aggressively crashing into a black SUV next to a woman in white clothes, who tried to evade the sedan by circling around the black car. After hitting the rear of the SUV, the white sedan did not stop and continued to chase the woman in white. The sedan then hit the electric scooter carrying two individuals, causing them to be thrown into the air and crash heavily to the ground. After hitting the scooter, the white car did not stop but proceeded to drag the scooter around the black SUV in circles, continuously pursuing the woman in white. During this time, the sedan repeatedly crashed into the SUV. The woman in white eventually fled to the roadside.

Another video clip from the scene shows the two individuals hit by the sedan lying on the ground motionless, with scattered debris from the electric scooter. Zhang Moufeng’s white sedan, with severe damage to the front, finally stopped after crashing into a roadside flower bed. The offending car, a Baoji-registered sedan, suffered extensive damage to the driver’s seat and front end.

According to Upstream News, as verified by local authorities on June 4th, it was confirmed that the driver of the white sedan involved in intentionally hitting the pedestrians was the secretary of a local community. Public information shows that this individual is a 54-year-old female who also serves as a People’s Congress representative in the local district. When contacted by community personnel for information regarding the incident, the call was promptly ended.

Questions have arisen as to whether the involved community secretary was driving under the influence of alcohol or drugs. Attempts to verify with the Fengxiang Sub-Bureau of the Baoji Public Security Bureau were unsuccessful. Officials from the People’s Congress and district disciplinary committee stated they were not currently aware of the situation.

A spokesperson from the Fengxiang District urged the public to view the situation rationally and dismissed some circulating online information as false.

Public information reveals that in October last year, Zhang Moufeng was interviewed by the media in her capacity as a People’s Congress representative and community secretary, where she discussed local efforts to renovate dilapidated residential areas.

On June 5th, the Fengxiang Sub-Bureau of Baoji Public Security Bureau reported that on June 2nd around 1 p.m., Zhang Moufeng intentionally rammed Zhang Moulai with a white sedan at the Yongxing Road intersection due to a personal dispute, causing the woman to fall and knocking down a passing electric scooter, injuring two persons on board. Zhang Moufeng was apprehended at the scene and has been criminally detained. The two injured individuals are currently receiving medical treatment, with no fatalities reported in this incident.

The actions of a community secretary and district People’s Congress representative deliberately ramming individuals in a public setting have sparked public outrage. Online commentators expressed their views:

“Intentionally ramming someone with a car has severe consequences! Not only did she ruin her own career, but she may have also jeopardized her husband’s.”

“A community official who should be a mediator in disputes has now turned into a perpetrator of violence, a stark contrast that is shocking.”

Many netizens believe that such behavior constitutes “intentional murder in broad daylight” and is extremely heinous in nature.

Blogger “Spontaneous Free Wheel” pointed out three unresolved mysteries behind the police report.

1. The root of the dispute: Economic disputes have been rumored, but specific details have not been disclosed by the authorities.
2. Suspicion of driving under the influence: The public demands testing to determine if Zhang Moufeng was driving under the influence of alcohol or drugs, but official responses have been lacking.
3. Tracing responsibilities: While Zhang Moufeng was criminally detained, concerns have been raised about whether her status as a People’s Congress representative affects judicial proceedings.

The article also highlights several issues exposed by this case.

1. Loopholes in grassroots power supervision: A community secretary committing violence in public reveals flaws in the selection process of officials.
2. Public safety crisis: Reckless driving and chasing in busy urban areas expose blind spots in traffic management.
3. Lessons in handling public opinion: Authorities’ vague response of “public should view this rationally” has been criticized for evading the core issues.
