In order to strengthen urban safety, on February 7, 2025, San Francisco Mayor Daniel Lurie announced two important fire department appointments, further enhancing the leadership team of the city’s Fire Commission.
Mayor Lurie decided to appoint Marcy Fraser to continue serving as a member of the San Francisco Fire Commission. Fraser, a registered nurse and a native San Franciscan, has been the chair of the Fire Commission since 2022.
At the same time, Allan Low was appointed as a new commissioner. He is an expert in affordable housing and a senior community leader in Chinatown and the Asian community.
On January 10, Dean Crispen was appointed as the 27th Fire Chief of the San Francisco Fire Department by Lurie.
Crispen, a second-generation native San Franciscan firefighter, has 34 years of firefighting experience.
During his first month as mayor, with the Southern California wildfires ongoing, Lurie participated in a fire drill to test the city’s high-pressure fire hydrant system and the St. Francis Fireboat. He also joined the Neighborhood Emergency Response Team (NERT) training to encourage residents to enhance their emergency preparedness. Citizens can visit SF72.org for emergency response information.
Mayor Lurie stated, “Public safety is always my top priority in governance, and today I am honored to appoint two leaders who share my vision.” Marcy Fraser and Allan Low both have deep community roots and professional backgrounds that will bring new perspectives and strength to the Commission. “I look forward to working with them and collaborating with Chief Crispen to safeguard the safety of our city.”
Since May 2022, Marcy Fraser has served as the Chair and Commissioner of the Fire Commission, focusing on reform and modernization of the fire department. As a native San Franciscan and registered nurse, she graduated from San Francisco State University’s Nursing department. During the early stages of the HIV/AIDS epidemic, she was one of the first nurses to volunteer to work in Ward 5B at San Francisco General Hospital, the world’s first AIDS inpatient ward.
Fraser’s professional skills span across home care, hospice care, public health, cancer care, clinical research, quality improvement, and mental health, and she has served on the board of several healthcare institutions.
She also holds a Master of Business Administration (MBA) degree to better promote healthcare services effectively.
Known as the “Chinatown Lawyer,” Allan Low, a native San Franciscan, previously served for nine years on the Recreation and Parks Commission. As an expert in real estate and construction financing, Low specializes in asset management, land use rights, lease revisions, zoning amendments, and special district policies.
With over 30 years of experience in non-profit affordable housing organizations and financial institutions, Low has long been involved in the development and financing of affordable housing projects, as well as advocating for community and resident housing rights. Additionally, he is actively engaged in Chinatown and Asian community organizations.
