Rights activist Song Jiahong exposes the Shanghai Black Detention List (Part Nine)

Shanghai human rights activist named Song Jiahong is one of the victims of the Chinese Communist Party’s black jails. Recently, he released a document titled “Shanghai Black Jail List,” exposing the dire human rights situation in the bustling international metropolis of Shanghai.

The Shanghai Black Jail List now comprises 145 facilities, each detailed with addresses, regions, the duration of detainment, and responsible authorities, rendering the information thoroughly reliable and timely.

The ninth edition of the Shanghai Black Jail List includes 11 privately run facilities by the Shanghai government for detaining petitioners. The details were compiled by investigating information publicly available on the internet. Below are the black jail lists across various districts in Shanghai:

Chongming District:

1. 161 Pan Yuan Road, Changxing Town, “Greenland Hotel.” Petitioner Lan Lihe, male, 77 years old, detained here for 2 days. Responsible authority is the Xiao Dongmen Street Office under the Huangpu District.

2. 1032 Guangming Middle Road, Shuxin Town, “Gongjia Garden Agritainment.” Petitioner Li Yongfu, male, 70 years old, detained here for over 110 days. Responsible authorities are Songjiang Court and Jing’an District Court.

Fengxian District:

1. 1888 Jinhuitang East Road, “Shanghai Haijing Holiday Hotel.” Petitioner Liu Shanfu, male, 77 years old, detained here for 23 days. Petitioner Wang Huizhen, female, 77 years old, detained here for 23 days. Responsible authority is the Bansongyuan Road Street Office under the Huangpu District.

2. 9 Minle Road, “Golden Coast Resort.” Petitioner Liu Shanfu, male, 77 years old, detained here for 14 days. Petitioner Wang Huizhen, female, 77 years old, detained here for 16 days. Responsible authority is the Bansongyuan Road Street Office under the Huangpu District.

3. 9900 Puxing Road, “751 Testing Base.” Petitioner Ge Kaiying, female, 61 years old, detained here for 42 days. Responsible authority is the Huangpu District government.

Jing’an District:

1. 361 Zhijiang Middle Road, “Yidingjia Guesthouse.” Petitioner Ni Guoying, female, 67 years old, detained here for 18 days (at this time, she was in a critical condition due to a cerebral infarction). Responsible authority is the Baoshan Street Office under the Jing’an District.

2. 237 Zhongshan North Road, “Shengyu Business Inn.” Petitioner Qin Xiangchen, male, 63 years old, detained here for 14 days. Responsible authority is the Jiangning Street Office under the Jing’an District.

Qingpu District:

1. 4 Lane 38, Jinlian Road, “Qingcheng Convention Center.” Petitioner Ge Kaiying, female, 61 years old, detained here for 13 days. Responsible authority is the Huangpu District government.

2. 666 Longxing Road, “Shanghai Dongxin Security Service Zhujiabang Station.” Petitioner Wu Jinfang, female, 55 years old, detained here for 10 days. Responsible authority is the Xinzha Village Committee under the Sheshan Town in Songjiang District.

Minhang District:

335 Guanghua Road, Zhuqiao Town, “Minhang District Detention and Repatriation Station.” Petitioner Wang Jiashan, male, 69 years old, detained here for 20 days. Responsible authority is the Minhang District government.

Jinshan District:

1260 China Village, Langxia Town, Homestay. Petitioner Hong Xianhua, female, 61 years old, detained here for a total of 93 days. Responsible authority is the Wuqing Town People’s Government in Minhang District.

Just before the deadline, news arrived that petitioner Fan Wenzhu from Hongkou District has lost contact while petitioning, with her phone appearing to be turned off. It is suspected that she might have been sent to a black jail again. Those familiar with Fan Wenzhu’s situation inquired with the Sichuan Beilu Street Office to understand her status, only to receive the response, “We don’t know.”

Song Jiahong expressed, “The continued operation of black jails by the Shanghai government indicates that government officials lack basic managerial skills. Even flipping through management textbooks would reveal that managers need to possess three critical abilities: emotional control, deep thinking, and understanding human nature. It’s appalling that those using black jails as ‘instruments’ lack even the most fundamental knowledge of civility!”
