After being investigated for over a year, some details of the case of Huang Shaoming, the former Party Secretary and Political Commissar of the Guangxi Fire and Rescue Corps, have been disclosed.
On August 7, the judgment of the bribery case involving Guangdong businessman Chen Mosun with Huang Momming was made public on the China Judgment Document Network. The Qujing District Court of Yunnan Province sentenced Chen Mosun to seven years in prison for giving Huang Momming a promised bribe of 11 million yuan.
According to the latest report by Caixin, Huang Momming mentioned in the judgment is Huang Shaoming.
In another judgment made public in July, Deng Zhiyong, the former Commander of the Beihai Fire and Rescue Detachment, was sentenced to 5 years in prison for bribing Huang Shaoming with 1.32 million yuan.
It is not known whether Chen Mosun and Deng Zhiyong have appealed their cases.
In April 2023, it was officially announced that Huang Shaoming was suspected of serious violations of discipline and laws, and he voluntarily surrendered, undergoing investigation.
Huang Shaoming, a 59-year-old man from Yangjiang, Guangdong, served as the Political Commissar of the Guangxi Public Security Fire Brigade in a cross-regional exchange in September 2015. In January 2019, Huang Shaoming was reassigned as the formal head of the Guangxi Fire and Rescue Corps. During the unveiling event of the Guangxi Fire and Rescue Corps in December of the same year, his position was stated as the Political Commissar of the Corps. In February 2020, Huang Shaoming also took on the role of Party Secretary of the Guangxi Fire and Rescue Corps, but was dismissed from both positions in March 2023.
On December 25, 2023, the Supreme Procuratorate website revealed that Huang Shaoming was prosecuted for bribery by the Lincang Procuratorate to the Lincang Intermediate People’s Court. As of now, the progress of Huang Shaoming’s case has not been officially announced.
The judgment shows that Chen Mosun, as the legal representative and chairman of a certain company, has been giving bribes to Huang Shaoming for years, especially during Huang Shaoming’s tenure in Guangxi.
According to the indictment, in February 2016, Chen Mosun sought unlawful benefits from Huang Shaoming in the procurement of fire equipment projects for the Guangxi Fire and Rescue Corps. They agreed that Chen Mosun would give Huang Shaoming kickbacks ranging from 6% to 8% of the project amount. From 2016 to 2022, with Huang Shaoming’s assistance, Chen Mosun successfully secured bids for 15 fire equipment procurement projects for the Guangxi Fire and Rescue Corps, various support teams, and brigades, with a total contract value of 146.0488 million yuan.
The prosecution alleges that Chen Mosun met with Huang Shaoming to hand over the kickbacks, with Huang Shaoming instructing Chen Mosun to keep the money for him. Over five years, Chen Mosun gave Huang Shaoming a total of 11 million yuan in kickbacks, constituting the crime of bribery.
On July 16, the China Judgment Document Network released the judgment of Deng Zhiyong, the former Commander of the Beihai Fire and Rescue Detachment, in Guangxi. Deng Zhiyong, who is currently 47 years old, hails from Fangchenggang, Guangxi.
According to the prosecution and supplementary prosecution, from January 2018 to October 2022, Deng Zhiyong, as the commander of the Beihai Fire and Rescue Detachment, received a total of 2.44 million yuan in cash from Guo, Cao, Gu, Su, Yang, Chu, and Feng, seeking benefits for them. Over the period from 2016 to 2023, Deng Zhiyong received a total of 1.32 million yuan in cash for assistance in job promotions, role adjustments, and evaluations through the help of Huang Shaoming, the former Party Secretary and Political Commissar of the Guangxi Fire and Rescue Corps.
On June 24, 2024, Deng Zhiyong was sentenced to five years in prison for the crimes of bribery and corruption.
