Revealed: Criminal Details of the Wei Family in Northern Myanmar, “Murder Ritual” in Sworn Brothers Ceremony

Recently, the Wai family fraud group in the northern Myanmar town of Mongla has been exposed for conducting “sacrificial killings” in order to establish brotherhood bonds with their wealthy backers in various park areas under their name.

According to a report by China Central Television (CCTV) on October 15, from 2018 to 2023, the Wai family’s Victory Group established 14 fraud parks. Starting from the second half of 2023, the newly completed “Royal Dragon International” park can accommodate tens of thousands of people, becoming a new landmark for the Wai family’s fraud parks.

The rise of the Wai family’s power in northern Myanmar is attributed to the clear division of labor among family members. The second son, Wei Chaoren, is involved in politics, serving as a member of the Myanmar Federal Parliament; the third son, Wei Huairen, is in the military, serving as the chairman of the Border Patrol Committee and the highest-ranking official in the Mongla Border Patrol. Wei Huairen is also grooming the next generation within the family, appointing his son Wei Qingsong and his second brother’s son Wei Qinghai as members of the Border Patrol Committee; his nephew, Chen David, has taken over and continued to control the military forces of the border camp. Among the four major fraud families in northern Myanmar, the distinctive feature of the Wai family is the authorized border camp, part of the formal armed forces with organization and regular enrollment.

Chen David is essentially the “foreman” and “enforcer” of the criminal group of the Wai family, known for his extreme brutality. According to Chen David’s confession, in order to demonstrate the Wai family’s sincerity in cooperation with their wealthy backers in various parks, when a backer expresses a desire to become blood brothers with him, for the sake of ceremony, he would conduct a “sacrificial killing,” with the victim being “any stranger found randomly.”

In addition, Chen David has had disputes with backers from other family parks, harboring resentment. In the second half of 2022, one of Chen David’s security guards caught a subordinate of a backer named You Mou Biao in the street. A month later, Chen David ordered the direct execution of You Mou Biao, who refused to show submission. When You Mou Biao’s remains were found, he was kneeling with his head facing down, bound with iron chains and thick ropes all over his body, with 7 bullet holes in his skull, showing traces of gunshot wounds from clothing to bones.

According to reports, the Wai family in Myanmar is responsible for the deaths of 8 Chinese nationals and involved in fraudulent funds exceeding 14 billion Chinese yuan.

On the 9th of this month, the Quanzhou City Prosecutor’s Office in Fujian Province filed a public prosecution against Wei Huairen and other key suspects on charges of fraud, intentional killing, organizing others to illegally cross borders, extortion, and other crimes. Currently, the case of the “Four Major Families” criminal group in Mongla, northern Myanmar, has entered the judicial process.

Experts note that these fraudulent parks are mainly operated by Chinese criminal groups in cooperation with Myanmar militias. In February this year, authorities from China, Thailand, and Myanmar pressured militias to eradicate the parks, resulting in about 7,000 people being released. However, a senior police officer in Thailand revealed that currently, about 100,000 people are still imprisoned there.

However, according to a report by the “United Morning Post,” just weeks after the crackdown by the Myanmar government, several parks have resumed operations and expanded.

Satellite images taken in September show that many buildings resembling offices and dormitories have sprung up in about 27 fraud parks in the Mongla area of Myanmar. One of the largest parks, KK Park, added a whole new area within 7 months, significantly expanding its main entrance security checkpoint and adding new walkways and intersections. At least 5 new crossings appeared along the Moei River on the Thailand-Myanmar border to transport goods to the fraud parks from Thailand.

Despite the Thai government temporarily cutting off network and electricity supplies, Starlink receivers soon covered the roofs of the fraud centers.

Last year, California prosecutors warned Starlink company that fraudsters were using its satellite system, but Starlink has not responded to the issue.
