Residents Visited by Public Security Officers Beaten and Hospitalized Before Parade on September 3.

With the “September 3rd Military Parade” approaching, governments across the country are increasing their stability maintenance efforts.

Reports have emerged from Rugao, Jiangsu province, of a petitioner being violently beaten in his home and hospitalized, while a petitioner from Shanghai was monitored all the way to her mother’s home. In addition, a petitioner from Changzhou, Jiangsu, narrowly avoided abduction on his way to Beijing, and a petitioner from Hubei lost contact after being forcefully taken away in Beijing.

Zhang Yuebing, a petitioner from Rugao, Jiangsu, has become a key target for local stability maintenance due to his long-term reporting of the public bus company’s fraudulent claims for provincial fuel subsidies and government support funds. He has been unlawfully restricted in his personal freedom by local dark forces for a long time.

On August 26th at noon, Zhang Yuebing noticed someone lurking outside his home. When the stability maintenance personnel were discovered, they informed Cao Junfei, the secretary of the Xijiao District. Zhang Yuebing was violently assaulted in his home, resulting in a fractured right rib and a pneumothorax. After calling 110 for help, the police forcibly took him away.

Upon Zhang Yuebing’s wife calling emergency services, he was taken to a traditional Chinese medicine hospital where only the wound on his right little finger was stitched up. The chest pain was not examined or treated, and he was later forcibly taken to a processing center by the police. At the center, the police splashed cold water on his body, then left him in an air-conditioned room for about two hours before interrogating him. Due to the intense pain, he was unable to answer questions.

As the pain was unbearable, the officers sought permission from their superiors before finally taking him to the hospital for treatment. He is currently admitted to the Nantong Affiliated Hospital awaiting surgery.

Zhang Yuebing has been unlawfully restricted by a few corrupt elements and dark forces in the local government for his persistent reports of collusion between the public bus company and officials, leading to the fraudulent claim of provincial fuel subsidies and local government support funds since 2006. He has been wrongly sentenced to more than three years in prison twice.

“Xiao Liz, a petitioner from Shanghai, currently staying at her mother’s house, reported that several people arrived at her mother’s house on the evening of August 26th, demanding her return to Shanghai. She called the police, stating that for the sake of stability maintenance fees, they want her to cooperate and return to Shanghai by September 3rd. She mentioned that she had purchased a ticket to Beijing on August 26th, so they came to her mother’s house at night. There are still four people guarding across the road from my mother’s house.”

Zhang Weiming, a petitioner from Changzhou, Jiangsu, arrived at Beijing South Railway Station by high-speed rail on August 26th. When he tried to leave the station, personnel from the Changzhou Public Security in a white SUV with the license plate number Su D2201 attempted to forcibly take him away, but he refused. He then went to the Ministry of Public Security to report the situation.

On August 25th, 70-year-old petitioner Yao Junjie from Wuhan, Hubei Province, reported issues related to forced demolition in Beijing and was forcibly taken back to Wuhan by local interceptors. After being taken to a processing center, he lost contact.

Attempts to reach Yao Junjie’s cell phone were unsuccessful.

Mr. Zheng, a petitioner, expressed his frustration with the petitioning system, saying, “China’s current grievance petitioning system is like the past practice of binding women’s feet, not allowing ordinary citizens to live normally or be normal people. It forever turns them into cannon fodder during wartime and livestock during prosperous times, allowing those with the hearts of tigers, leopards, jackals, and wolves to perpetually exploit the blood and sweat of laborers. The petitioning and oversight systems, the former fools the people while the latter uses others’ hands to eliminate dissent and maintain power.”
