Residents below the third floor urgently evacuated as Yalu River water level in Jilin exceeds the warning line.

Jilin Province continues to be hit by heavy rain. On Sunday (28th), the city of Linjiang in Jilin urgently notified residents living below three floors to immediately move to higher ground.

The official WeChat account “Linjiang Release” in Jilin released a message stating that on July 28th, due to the water level of the Yalu River exceeding the warning line and the situation becoming critical, all residents living below three floors in the city (residents in low-lying areas can appropriately expand the evacuation range) are required to move to higher ground or to higher floors in buildings, while all residents in bungalows must immediately move to higher ground.

On the morning of the 28th, the Linjiang City Government Flood Control and Drought Relief Headquarters initiated a “Level One Flood Control Emergency Response” and implemented the “Five Stops” measures throughout the city.

The emergency notification stated that due to the water level at the monitoring station on the main stream of the Yalu River exceeding the guaranteed flood level and rapidly rising, the city’s water department issued a red flood warning, assessing the possibility of a major flood disaster. The City Flood Control and Drought Relief Headquarters decided to elevate the emergency response from level two to level one starting at 10:10 on July 28th and implement the “Five Stops” measures (stop classes, work, production, transportation, and business) throughout the city.

According to official Communist media reports, the Songliao River Basin Water Conservancy Commission of the Water Resources Department stated that due to recent heavy rainfall, at 2 o’clock on July 28th, the water level at the Huanggou Station on the main stream of the Yalu River reached 15.14 meters, meeting the standards of the “Trial Regulations for Major River Floods in the Songliao River Basin (Trial)”, designated as “Yalu River 2024 No. 2 Flood”.

At the same time, Jilin Provincial Meteorological Observatory upgraded the yellow rainstorm warning to an orange rainstorm warning. Over the next 12 hours, heavy rainfall is expected to continue affecting the southeastern part of Changchun, the southeastern part of Siping, Liaoyuan, Jilin, Tonghua, most of Baishan, and the western part of Yanbian. These areas are still expected to experience heavy to torrential rain, with some areas possibly having severe rainstorms.

Furthermore, the Jilin Provincial Department of Water Resources and the Jilin Provincial Meteorological Bureau jointly upgraded the mountain flood disaster meteorological risk to an orange warning level.
