Renowned Professor Urges Chinese Communist Party to Step Down and Establish a Federal Republic.

The top leaders of the Chinese Communist Party have been hiding in Beidaihe, and as of August 12, there is still no news of their public appearance. Recently, a retired CCP cadre and retired professor from Renmin University, Leng Jiepu, issued an open letter to two deputy chairmen of the Central Military Commission of the CCP, proposing the establishment of the Republic of Chinese Federation for the peaceful “unification” of Taiwan and urging the CCP to retreat.

Since August 3rd, when CCP Politburo Standing Committee member Cai Qi visited Beidaihe to “visit expert on vacation,” the top CCP leaders have collectively disappeared from public view. Various rumors have been circulating online, including the open letter from Renmin University retiree Leng Jiepu to the top CCP leadership.

On August 11, Leng Jiepu personally confirmed to a reporter from Epoch Times that the open letter was written by him.

Leng Jiepu’s letter was addressed to the two deputy chairmen of the Central Military Commission of the CCP—Zhang Youxia and He Weidong—and was addressed to the people of the country and overseas compatriots.

He mentioned in the letter that he learned Xi Jinping was seriously ill and unable to work, with all the party and military work falling on Zhang Youxia and He Weidong, and therefore, he hoped for the support of the two.

Leng Jiepu himself is a former military officer. In the letter, he mentioned that as early as September 2012, he wrote an open letter to Hu Jintao and Xi Jinping proposing a federal system framework, collaborating with the government of the Republic of China to create the Republic of Chinese Federation and a united government, in order for the CCP to exit the historical stage.

“Today, I am once again issuing an open letter to uphold the proposal I made in September 2012, because the situation facing the Communist Party is extremely serious.”

Leng Jiepu referred to the banner hung on an overpass in Beijing in 2022 saying “The Communist Party must step down,” as well as demonstrations in several major cities where people raised banners saying “Down with the Communist Party.” He suggested a middle ground approach, establishing the Republic of Chinese Federation using the form of a country like “Chinese Federation” to unify the two separate regimes on both sides of the strait, saying it is the most advantageous strategy.

He also proposed specific operational methods, including the formation of the “Chinese National Grand Union Committee,” among others.

Leng Jiepu previously served as the head of the Political Department at the campus of Renmin University in China. In September 2012, he wrote to the then CCP leader Hu Jintao, the incoming Xi Jinping, and the then head of the CCP Military Commission, pointing out that a federal system was the wisest choice to resolve the emerging national conflicts, Taiwan issue, and the “June Fourth Incident.” He even put forward specific implementation suggestions, including the establishment of a new “Chinese Democratic Republic of the Union” and the formation of the “Taiwan Strait Democratic Republic,” “New Shanxi Ning Democratic Republic,” and “Inner Mongolia Democratic Republic of the Union,” among others.

In September 2020, a public letter from Leng Jiepu dated April 29 of the same year, titled “Suggesting President Xi Jinping Resign from All Party, Government, and Military Positions to Chairman of the CPPCC Wang Yang,” also circulated online.

In the letter, Professor Leng Jiepu primarily made three suggestions. Firstly, Wang Yang should convene a meeting of the National Committee of the CPPCC to conduct political consultations and propose a motion for Xi Jinping to temporarily step back, suggesting that Xi Jinping must resign from all positions “as a way to move forward in the face of the crisis.” The second suggestion was that China should implement a “federal system” to address the Taiwan unification issue, minority issues, and the Hong Kong issue. The third suggestion was that the primary task for China’s national economic development is to develop agricultural economy.

The letter pointed out that many countries demanded that the President of the CCP take responsibility for the spread of the pandemic and proposed a claim of 35 trillion US dollars.

Epoch Times reporters interviewed Professor Leng Jiepu on September 16, 2020, where he provided further explanation on the open letter. However, at that time, he believed that his suggestions were outdated, saying, “My letter is no longer valid, time has run out, and the situation has developed to this point, maybe even the federation can no longer be achieved.”
