In recent times, the internal struggles within the Chinese Communist Party (CCP) have intensified, with various political rumors circulating. The CCP officially announced today (30th) that the Political Bureau of the CCP held a meeting on the 30th and decided to convene the Fourth Plenary Session of the 20th Central Committee of CCP in Beijing in October this year to discuss the “14th Five-Year Plan.”
According to a report by the CCP’s mouthpiece Xinhua News Agency on July 30th, the Political Bureau of the CCP Central Committee convened a meeting on July 30th and decided to hold the Fourth Plenary Session of the 24th Central Committee of the CCP in Beijing in October this year. The main agenda is to report on the work of the Political Bureau to the Central Committee and to deliberate on the “suggestions for formulating the 15th Five-Year Plan for National Economic and Social Development (referred to as the ’15th Five-Year Plan’).”
The official media release reiterated the basic terms used by the CCP in economic governance in recent years. The release mentioned that “the meeting also discussed other matters.”
The postponement of the Fourth Plenary Session of the CCP has been speculated to be related to the intensified internal struggles. In recent times, there have been several incidents of senior officials within the CCP being removed from their positions, especially in the military sector where there has been a significant purge.
After Xi Jinping’s faction consolidated power during the 20th National Congress of CCP, internal power struggles quickly emerged. During this period, Defense Minister Li Shangfu and Wei Feng were successively removed from their positions. In November of last year, Miao Hua, a member of the Central Military Commission and Director of the Political Work Department of the Military Commission, was removed; and after the Two Sessions this year, Vice Chairman of the Military Commission He Weidong has been missing to this day.
Senior contributor for Nikkei Asia, Keji Nakazawa, wrote on January 16 of this year, stating that the factional struggles within the Chinese Communist Party have significantly intensified recently. Since this year will largely determine the next leadership lineup, potential political storms are likely to erupt in Beijing.
Various rumors have circulated recently regarding the behind-the-scenes control by the CCP elders, potential disruptions at the Fourth Plenary Session, and even multiple versions of successors to Xi Jinping have been rumored.
In late June, Xi Jinping chaired a meeting of the Politburo, where there was a rare discussion of the “Regulations on the Work of the Central Decision-Making Institutions.” This move has sparked various speculations and interpretations. Japanese media figure Keji Nakazawa pointed out that this indicates that Xi Jinping’s personally established decision-making system is undergoing scrutiny in the face of economic challenges.
