The National Police Agency of the Republic of China has launched the “Hundred Cut Plan Award of 50,000” project to encourage reporting on drivers and providing intelligence. Individuals who are apprehended or arrested by the police based on the provided information will receive a reward of 50,000 New Taiwan dollars. On the 1st of April, a resident of Tainan reported a case, leading to the arrest of a driver from Hong Kong, making him the first person in Taiwan to receive the reward.
According to a report by the Central News Agency, the Director of the National Police Agency of the Republic of China, Zhang Rongxing, attended a press conference on the “Public-Private Cooperation 2.0 Injects 50,000 Award into the Hundred Cut Plan, Criminal Investigation Bureau Calls on the Public to Report Drivers” on the 1st of April. The conference was also attended by the Director of the Criminal Investigation Bureau, Zhou Youwei, and the Chairman of Everly Group, Chang Rushan.
In his speech, Zhang Rongxing mentioned that data from the “165 Anti-Fraud Dashboard” website shows a gradual decrease in the number of fraud incidents and financial losses from August of last year to February of this year. Although there was a slight increase in March of this year, the overall trend is downward. In particular, there was a significant decrease in cases of investment fraud, indicating that the Anti-Fraud Act introduced last year has been effective.
He pointed out that besides government efforts, private sector involvement plays an important role. Companies like Everly have sponsored the filming of anti-fraud awareness videos in the past, and are now sponsoring the Hundred Cut Plan. Recognizing that drivers are the main channel for fraudulent groups to withdraw money, the aim is to encourage the public to report drivers through a joint public-private initiative, exposing fraudsters.
Zhang Rongxing stated that the National Police Agency has launched the “Hundred Cut Plan Award of 50,000” project to encourage the public to proactively report drivers through the “Hundred Cut Action Reporting Section for Drivers” on the 165 Anti-Fraud Dashboard. Providing crucial information about fraudulent drivers and leading to their successful apprehension by the police will entitle the reporter to a reward of 50,000 NT dollars.
Zhou Youwei explained that if multiple individuals provide the same information on a driver, the reward will be given based on the earliest reporting time. It is encouraged that individuals with information on drivers report promptly. The total quota for the project is 100, and it will continue until all the rewards have been distributed.
It is understood that the total reward for this project is 5 million NT dollars, with 1 million NT dollars allocated from the regular funds of the Criminal Investigation Bureau for reporting, and an additional 4 million NT dollars sponsored by businesses. Furthermore, individuals working as police officers or in the financial sector are not eligible to report for rewards.
The Criminal Investigation Bureau stated through a press release that Everly Group, Yoshida Development Construction Agency, Shangyao Group, and Weiju Land Development Co., Ltd. have all initiated public donations. On the 28th of March, they donated to enhance the anti-fraud capabilities of the National Police Agency, establishing a strong defense line against fraud through private sector participation and public-private partnerships.
Deputy Director of the Xinying Substation of the Tainan City Police Department, Cai Mingzong, who gave a joint media interview today (2nd), stated that on the 1st of April, they received a report from a member of the public. The report indicated suspicions of a male driver continuously withdrawing cash from an ATM in front of the Xinying Farmers’ Association. The police were dispatched immediately, and upon arrival, they found the male with cash amounting to 155,400 NT dollars and two withdrawal cards. He was arrested, questioned, and subsequently transferred to the Tainan District Prosecutors Office for investigation.
Cai Mingzong pointed out that the National Police Agency, in collaboration with private enterprises, launched the “Hundred Cut Plan Award of 50,000” project to enhance public awareness of fraud prevention. The individual who reported this case became the first person in the country to receive the reward of 50,000 NT dollars.
Preliminary investigations by the police revealed that the arrested male from Hong Kong, surnamed Du, entered the country in late March under the guise of tourism and on the 1st of April, took a train from Chiayi City to Xinying. Upon arrival, he rented a U-bike and rode to the ATM of the Xinying Farmers’ Association to withdraw money. A resident surnamed Chen, who was at the Farmers’ Association conducting business, noticed Du continuously withdrawing cash and reported the suspicious behavior to the police.
The Chief of the Tainan City Police Department, Lin Guoqing, stated that the initial aim of the “Hundred Cut Plan Award of 50,000” project is to change strategies. Apart from simplifying the reporting process and rewarding reports upon apprehension, the reward amount has been increased to over 50,000 NT dollars per person, above the average monthly salary, to inspire a sense of justice in the public. He emphasized that individuals should not become drivers due to financial pressures or greed, as they not only become tools for fraud but also face legal consequences and potential hefty compensations.
