On March 25, 72-year-old Chinese Communist Party (CCP) official and former Party Secretary and Chairman of the Ningxia Hui Autonomous Region Political Consultative Conference, Qi Tongsheng, was transferred to the prosecutor’s office for review and prosecution on suspicion of bribery. Recently, the Supreme Procuratorate issued an arrest decision against Qi Tongsheng for alleged bribery.
Qi Tongsheng is reported by Caixin to be the oldest “tiger” to be arrested after the 20th National Congress of the CCP.
On October 8, 2024, Qi Tongsheng, who had been retired for about a year and a half, was officially announced to have fallen from grace.
Public records show that Qi Tongsheng, a native of Pingshan, Hebei Province. In January 2005, Qi Tongsheng was appointed Vice Chairman of the Ningxia Hui Autonomous Region Government and a member of the Party Group, elevating him to the deputy provincial level. In June 2007, he became a member of the Standing Committee of the Ningxia Hui Autonomous Region Party Committee, Vice Chairman of the Autonomous Region Government, and Deputy Secretary of the Party Group. In January 2013, he was appointed Chairman of the 10th Political Consultative Conference of the Ningxia Hui Autonomous Region and Party Secretary. In January 2018, Qi Tongsheng stepped down; in March 2018, he was appointed Deputy Director of the National Committee of the Chinese People’s Political Consultative Conference Ethnic and Religious Affairs Committee.
In March 2023, at the age of 71, Qi Tongsheng retired.
On March 14, 2025, official reports stated that Qi Tongsheng had long engaged in superstitious activities; he was greedy, corrupt, and acted recklessly, using public power as a tool to seek personal gain, engaging in power-for-money transactions, leveraging his position for personal profit in mining rights approvals, contract awards for projects, and illegally accepting large sums of money. Qi Tongsheng was expelled from the CCP, had his entitlements revoked, and his qualifications as a delegate to the 13th Party Congress of the Ningxia Hui Autonomous Region were rescinded.
