The 15th Inspection Team of the Central Committee of the Chinese Communist Party recently stationed in Shaanxi to carry out a routine inspection lasting for two and a half months. On July 21, at the Inspection Team’s office – the Shaanxi Provincial Letters and Visits Office, a large number of police and police cars were seen in the vicinity. The scene was heavily guarded and tense, with a large number of petitioners being prohibited from lodging complaints.
Last week, some petitioners learned from the staff at the Letters and Visits Office that on Monday, July 21, at 8:20 a.m., the Inspection Team began to receive the public.
On the morning of the 21st, around five to six hundred petitioners from all over the province rushed to the Letters and Visits Office, ready to present their grievances to the Inspection Team. However, only the staff from the Provincial Letters and Visits Bureau were present on the scene, and members of the Inspection Team did not show up, leading to dissatisfaction among the petitioners.
One petitioner, Xu Li (alias), told Epoch Times that a few days ago, tents were set up downstairs at the Letters and Visits Office as if to receive petitioners, but in reality, it was all for show. Not only did they not see anyone from the Inspection Team that day, but their documents were still rejected. “Members of the Inspection Team didn’t show up at all. It was all staff from the Shaanxi Provincial Letters and Visits Bureau receiving petitions in the hall, completely deceptive.”
Xu Li mentioned that the roads and intersections around the Letters and Visits Office were filled with police cars, police officers, and undercover agents. If someone was seen taking photos, they would rush to seize the phones.
“There were crowds of petitioners today. Three or four stations in advance, there were police cars lined up densely everywhere. There were more interceptors than petitioners, all waiting under the station signs.”
A petitioner from Lantian County, Li Qihong, told Epoch Times on the 21st that early in the morning, he arrived at the Letters and Visits Office, but the staff hurriedly registered names and refused to handle anything else. “It’s the staff appointed by the Shaanxi Provincial Government and Provincial Committee who are here to receive, not members of the Inspection Team. They are just playing around, fooling the people.”
Li Qihong stated that there were around five to six hundred petitioners inside and outside the Letters and Visits Hall. Law enforcement officers at all levels were mobilized, including those from the courts, public security, and local governments, to maintain stability and intercept.
Li Qihong, along with his mother and sister, has been advocating for justice for his father who died in a mining accident, facing various forms of suppression and persecution from local governments. His mother passed away on the path of seeking justice, and his sister was kidnapped multiple times, drugged, raped, leading to mental instability.
For over a decade, Li Qihong persisted in seeking justice, filing complaints against Yuan Weidong, the director of the Sanyaba Police Substation in Xi’an, Huang Yonghong, the director of the Shilipu Police Station, Geng Hongbo, the former mayor of Bayuan Town, and underworld figure Cao Yanghong, demanding thorough investigation and punishment. However, he faced similar oppression.
Another petitioner, Guo Qiang (alias), disclosed that several days ago, various levels of departments in Shaanxi Province began to threaten petitioners at their homes, prohibiting them from going out to petition. In order to avoid being intercepted by the police, on the 21st, he arrived at the Letters and Visits Office early.
He saw a sea of petitioners on the scene, but did not see anyone from the Inspection Team, only staff from the Provincial Letters and Visits Bureau. “It’s impersonation, deceiving the masses. For a long time, Shaanxi Province has been deceiving the higher-ups with its lower-level actions, only knowing how to deceive people.”
Shaanxi Province is the hometown of the leader of the Chinese Communist Party, Xi Jinping, where judicial corruption and underworld forces are rampant, with numerous unjust cases. In June of this year, more than 500 petitioners in Shaanxi jointly wrote to former Chinese Communist Party leaders Hu Jintao and Wang Yang, demanding a thorough investigation of unjust cases. The letter stated that Shaanxi Province is Xi Jinping’s hometown, but has become a lawless land where unjust cases are piling up, and no one dares to seek justice.
According to petitioners, on July 23, a large number of petitioners will go to the Letters and Visits Office to request a meeting with the Inspection Team.
