China’s economy is declining, with a large number of people entering new employment models after losing their jobs, including delivery and express services. In 2023, the number of network delivery personnel alone exceeded 12 million. Now, this group of people is also being targeted by the authorities.
On June 11th, the General Administration of Market Supervision of the CCP announced that, in order to implement the party building work for new business formats and new employment groups outlined by the CCP Central Committee, delivery workers should be guided to “appreciate the party’s favor, follow the party’s instructions, and stand with the party”. They also plan to focus on party members, hire a group of delivery workers as part-time social supervisors, and encourage them to participate in grassroots governance through methods such as “capturing on the spot” and “reporting on the spot”.
Jin Shi: This news has caused a stir online. Netizens say “Shouldn’t delivery drivers just follow the navigation?” “When will they be required to purchase insurance and provident funds? “If the market supervision bureau doesn’t have enough work, they might as well deliver takeout. What is written here is ridiculous.” “Can’t they do something practical?” The news has also sparked widespread mockery on overseas networks, “When enjoying special food, privileged work within the system, access to education and medical care, has the Party thought about these online delivery personnel?” “Delivery personnel are already a marginalized and exploited group, is it reasonable to expect them to be grateful?”
Q1: Yu Ting, what is the CCP trying to do with this?
A: I think there are three aspects to consider:
Firstly, the CCP is applying the “Fengqiao Experience” of the Mao era, where “the masses criticize the masses”, to the group of delivery workers.
Secondly, the CCP is most afraid of influential groups. So as the group of delivery workers continues to expand, the CCP also needs to control them to prevent these bottom-level grassroots, who have been squeezed, from rebelling. We must remember that Li Zicheng, a figure from ancient times, was a delivery person, and the CCP fears the emergence of a second Li Zicheng.
Thirdly, it also highlights that China is currently very unstable, with social events occurring constantly and an increasing number of people opposing the CCP. Therefore, the CCP wants to encourage self-policing and internal conflicts among the people through this method, in order to suppress the seeds of democracy as much as possible. By avoiding the emergence of a second Zhang Xianzhong to overthrow the CCP’s regime. However, the side effects of the CCP’s actions are significant, as with increasing “public grievances”, while indirectly turning delivery workers into “enforcers”, the CCP will continue to intensify societal contradictions. This may actually accelerate the process of the public rising up against the CCP.
Q2: Japanese Chinese businessman Li Xiaomu joked: “Training delivery guys to be spies is not a bad idea; they finally have privileges bestowed by the Party.” Mockingly, this time the authorities really want to turn them into voluntary grid members to pry into users’ privacy and make reports. Fu Yao, do you think the CCP’s strategy of controlling the people through the people is effective?
Q3: Tang Hao, following the 84 million new employment group and 10 million influencer army, do they all need to establish party branches too? Give us an insight into the CCP’s new moves, make a prediction?
Indeed, facing the economic downturn they have created and the helplessness of 200 million people in flexible employment, the authorities of the CCP have tried various tactics but are unwilling to loosen the grip on the necks of the Chinese people. How could there be a way out in this situation?
Similarly, in recent years, the CCP has been constantly creating crises in the Taiwan Strait, and also accelerating the military cleansing, to strengthen preparedness for war. However, the U.S. and its allies are not acquiescing. The “Hell Plan” is set for a major counterattack.
Taiwan has been escalating its crisis in the Taiwan Strait this year, while the U.S. has increased its support for Taiwan. The U.S. has revealed the “Hell” plan aimed at countering the CCP’s invasion. Meanwhile, a Chinese speedboat has breached the Taiwan Strait defense line, carrying a former CCP navy ship captain who has come to surrender, revealing what seems like a loophole in Taiwan’s defense system. On the CCP’s side, the party leader has recently signed new “Military Audit Regulations”, indicating an impending large-scale military purge, leading to inevitable turmoil.
Let’s first focus on the U.S.’s “Hell Plan”. Adm. Paparo of the US Indo-Pacific Command, during the recent “Shangri-La Dialogue”, disclosed to the Washington Post columnist Lo Jin that the CCP, learning from Russia’s invasion of Ukraine, is expected to seek a quick and fierce battle if it invades Taiwan. The U.S.’s strategy against this is the “Hell Scenario” plan, a key factor in defeating the CCP, deploying thousands of unmanned submarines, vessels, and aircraft to turn the Taiwan Strait into an “unmanned hell”, buying time for Taiwan, the U.S., and its allies to strike back.
Lo Jin also mentioned that the US Department of Defense’s $1 billion plan in March includes the construction of drones and unmanned vessels, but the delivery date is uncertain.
