New York Health Insurance Agency Impersonation Scam Innovated, State Government Urges Increased Vigilance

Amid the launch of the open enrollment period for the 2026 New York State of Health insurance market, State Attorney General Letitia James and State Health Department Commissioner Dr. James McDonald issued a consumer alert on November 12th to warn New Yorkers to be vigilant against the recent surge in health insurance fraud.

James noted that with rising medical costs and uncertain federal subsidies, scammers have been taking advantage of opportunities to defraud the public under false pretenses such as “assisting with insurance renewal” or “avoiding insurance lapses.” She emphasized that anyone suspicious of encountering fraudulent activities should immediately report to the Attorney General’s office, and the state government will hold wrongdoers accountable.

McDonald mentioned that there have been several cases of scammers impersonating NY State of Health or insurance agencies, using fake websites, counterfeit customer service hotlines, or false messages to deceive individuals into providing personal information. He reminded the public that government agencies will not request payments, credit card information via phone calls, emails, or text messages, nor use terms like “ObamaCare,” nor exchange gifts for personal data.

The state government specified that applications for Medicaid, Child Health Plus, and the Essential Plan are open throughout the year but require annual renewal; while commercial insurance registrations must be completed by December 15th to take effect on January 1st, 2026. Individuals experiencing life changes such as marriage, childbirth, etc., can apply outside the open enrollment period. Many may also qualify for tax subsidies to further reduce premiums.

Officials advised the public to be wary of common fraud tactics, including fake official threats of insurance cancellation, false claims of “update account for gift cards,” or charging fees for insurance renewal services. The government emphasized that renewal services are always free, and official assistance comes at no cost.
