Following the influx of a large number of undocumented immigrants into New York City over the past two years, City Council Speaker Adrienne Adams announced on April 16 the establishment of the “New Arrivals Strategy Team.” This team will consist of experts from various fields such as public health, public transportation, and non-profit organizations to explore and oversee policies that meet the needs of new immigrants. On the same day, over a thousand Black new immigrants were invited to share their immigration stories at the immigration committee hearing.
In her statement, City Council Speaker Adrienne Adams expressed, “Immigration and its contributions have always been a core factor that sets New York City apart. We must treat this as a point of pride for those seeking refuge in the city and all New Yorkers.”
Adams emphasized her anticipation for the “New Arrivals Strategy Team” to develop a blueprint that will steer New York City in the right direction and help government and non-profit partners better serve new immigrants and long-term residents.
According to the City Council’s announcement, the “New Arrivals Strategy Team” comprises three components: a 7-member advisory committee, 75 non-profit organizations representing 9 interest groups, and staff members from the New York City Council.

Anantharam, Senior Vice President and Chief Financial Officer at New York Law School; Larian Angelo, First Deputy Director of Budget at the Mayor’s Office of Management and Budget; Lilliam Barrios-Paoli, former Commissioner of the New York City Department for the Aging; Ester Fuchs, former governance advisor to the Mayor of New York City; David Jones, Board Member of the MTA; Ruth Messinger, Global Ambassador of the American Jewish World Service; and Lisette Nieves, Chair of the New York City Foundation.
