New Version of “Taiwan National Security Guidelines” Launched, Open for Public Download

The Ministry of National Defense of the Republic of China officially released the new version of the “Taiwan National Security Guidelines” manual on September 16, with the online version of the manual also being launched simultaneously. The Ministry of National Defense stated that the PDF version of the manual is available for public download and printing.

The preface of the “Taiwan National Security Guidelines” manual mentions, “This is our beloved Taiwan. We are able to enjoy freedom and democracy, be masters of our own country, thanks to the relentless efforts of countless Taiwanese. However, whether facing natural disasters, diseases, extreme weather, or threats of aggression from China, the challenges have never ceased. In this challenging era, our security is built on firm defense will and the determination to be prepared at all times.”

The preface also states, “Being prepared means being safer. The manual will provide each individual with important safety guidelines, allowing us to learn how to protect each other and safeguard our beloved homeland.”

The “Taiwan National Security Guidelines” manual is divided into three chapters: “Preparation in peacetime: Be prepared in peacetime to stay calm in times of crisis,” “When crisis strikes: By following our preparations in peacetime and the guidance in this chapter, we will be even safer!” and “Protecting our homeland: Our homeland needs the protection of every Taiwanese; welcome each and every one of you to join in protecting our homeland.”

The chapter on preparation in peacetime includes contents such as daily household reserves, preparing emergency evacuation kits, responding to air defense and tsunami warnings, cybersecurity precautions, increasing disaster knowledge and skills, among others.

In the chapter on when crisis strikes, the manual explains through pictures and text how to administer first aid and lists potential threats Taiwan may face, including natural disasters and military aggression. Military aggression against Taiwan includes “enemy attacks, armed aggression, or infiltration and sabotage.” It elaborates on different crisis response methods, accessing information, what to do when homes are damaged and uninhabitable, seeking help when feeling anxious, and guiding adults on discussing crises and military aggression with children.

The manual also emphasizes the importance of obtaining accurate information, urging the public to maintain vigilance, adhere to the “3 do’s and 1 don’t” principle – do not create, do not believe easily, do not forward, but verify. It is emphasized in bold letters, “If Taiwan is under military aggression, any information regarding the country’s defeat or the government’s announcement of surrender is fake news!”

In the chapter on protecting our homeland, the manual lists civil defense teams citizens can join such as volunteer police, volunteer firefighters, and volunteer relief teams, or join regional civil defense organizations. It also mentions the reservists and standby military personnel who have not been discharged should report for duty or go to combat positions upon receiving a call-up notice.

Additionally, the manual provides QR code links to access disaster prevention training course inquiries, online registration systems for volunteer recruitment in the national army, and information from the National Army Talent Recruitment Center for those interested in further information. The manual also includes “emergency assembly points” and “emergency evacuation kit preparations” forms that individuals can cut out and carry with them.

Finally, the manual emphasizes, “Freedom and democracy are not coincidental, but achieved through the sacrifices and efforts of numerous Taiwanese. Therefore, we will not bow to aggression, but stand tall to defend the hard-won way of life, stand united, move forward bravely, and the people of Taiwan will continue to shine on the world stage, the Republic of China will stand firm forever.”

The Ministry of National Defense stated in a press release on the evening of the 16th that they appreciate the public’s concern, expectations, and response to the “Taiwan National Security Guidelines.” The Ministry of National Defense, in collaboration with the entire armed forces, will provide a limited number of copies for the public to freely obtain starting from 9:00 a.m. on September 21 at three selected locations of the All-in-one stores in Taipei Xinyi Lichong, Taichung Liushun, and Tainan Shengchan (subject to availability, limit one per person).

Furthermore, the Ministry of National Defense mentioned that due to the high demand from the public to acquire the manual, the government is considering ways for everyone to access it. Until then, individuals are encouraged to visit the “ADMA Website” (https://adma.mnd.gov.tw/aodhmap/100004/8) to download the PDF or browse through the “Taiwan National Security Guidelines Website” (https://prepare.mnd.gov.tw).

The Ministry of National Defense reiterated that the PDF version of the manual is available for public download and printing, but it is advised to respect the copyright and not use it for commercial purposes or make any modifications.
