New York City Transit Authority (MTA) announced an updated congestion fee discount program on January 5th, offering discounts and exemptions for different types of vehicles under various circumstances, allowing eligible vehicle owners to enjoy discounts or even complete exemption from the congestion fee.
Income Below $50,000 Eligible for 50% Discount
MTA stipulates that vehicle owners who reported income below $50,000 in the previous tax year are eligible for the Low-Income Discount Plan (LIDP). Qualified owners can enjoy a 50% congestion fee discount after completing their first 10 trips within a month. This policy is not suitable for vehicles operated for profit. Residents in Toll Areas with Income Below $60,000 Eligible for Full Tax Exemption
Residents living in toll areas who have an adjusted annual income below $60,000 in New York State can apply for full tax exemption. Applicants must fill out the IT-268 form to report toll payments made in 2025 and submit it along with their income tax return by April 15, 2026.
Exemption for Individuals with Disabilities
For individuals with disabilities unable to use public transportation, MTA has introduced the Individual Disability Exemption Plan (IDEP). This applies to privately owned vehicles of individuals with disabilities or vehicles driven by designated family members or caregivers. Organizations that provide transportation services for individuals with disabilities, such as Access-A-Ride, special education schools, and ambulance services, are also eligible for exemptions.
In addition, MTA grants exemptions to three categories of vehicles: emergency vehicles, including ambulances, fire trucks, and police cars; commuter buses, including school buses, commuter buses, and minibuses; and government special vehicles used for public works or core government functions.
These new policies reflect MTA’s efforts to provide equitable and accessible transportation options for all residents, ensuring that financial burdens are lessened for those in need while promoting inclusivity and mobility in the city.
