Matsu County Co-organizes “Fu-Ma Same-City Pass” Legislator: CCP United Front Tool

The mainland Fujian Province has recently introduced the “Fujian-Matsu City Pass” transportation card, allowing residents of Matsu to enjoy various benefits in Fuzhou, China, sparking controversy. DPP Legislative Yuan Caucus Chief Secretary Wu Siyao stated on the 9th that this is clearly a tool and concrete action of the Chinese Communist Party’s united front work, and called for an immediate halt to such activities.

According to Wu Siyao, the “Fujian-Matsu City Pass” is issued by the Fuzhou Municipal Government and the company is 100% owned by the Fuzhou Municipal Government, essentially a state-owned enterprise of the CCP. The transportation and tourism bureau of Lienchiang County government acts as the agent for this service, which may violate relevant provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, serving as a tool and concrete action of the CCP’s united front work.

In Taiwan, any transportation card issued must adhere to strict regulations, comply with Taiwanese laws, and undergo review by the municipal government and the central transportation department to prevent issues of favoring certain businesses. The cards issued by Fuzhou City are directly coordinated by the Lienchiang County government, which raises concerns about benefiting specific enterprises.

DPP legislator Lin Chuyin pointed out that the “Fujian-Matsu City Pass” transportation card can be obtained at the township office in Matsu, even providing a 300 yuan RMB stored value upon card issuance, which can be used for transportation services in Matsu. By providing benefits in this manner, it is seen as a form of united front work. Lin Chuyin warned that the card requires real-name registration during application, and in the future, the consumption records and movement trajectories of cardholders may be recorded, raising greater national security concerns that relevant authorities should take seriously.

The DPP executive director of Lienchiang County, Li Zheyu, expressed his belief that the residents of Matsu would not easily be “united fronted” by these minor favors. However, he also reminded the Lienchiang County government not to assist the official promotion or operation of any businesses with united front implications through the resources of our government.

DPP legislator Hung Shen-han, who has long been involved in activities in Matsu, stated that when Lienchiang County government initially collaborated on the “Fujian-Matsu City Pass” transportation card, the Mainland Affairs Council issued a warning that such collaboration on cross-strait united front business violated the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. As a result, the Lienchiang County government announced the cessation of cooperation, but in recent days, they have resumed promoting it in the “Matsu Daily.”

Hung Shen-han emphasized that according to Article 33-1 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, neither our public nor private sectors, nor individuals or groups, may engage in cooperative activities with the mainland Chinese party, government, or military. He criticized the illegal behavior of the Lienchiang County government and called for relevant authorities to investigate and handle the matter.
