Massive Bribery Amounts, Several Ningxia Officials Face Prosecution

Nine months after falling from power, former Chairman of the Ningxia Political Consultative Conference, Qi Tongsheng, has been prosecuted for allegedly accepting huge bribes. Financial News once pointed out that Qi Tongsheng is the oldest “tiger” to be arrested after the 20th National Congress of the Chinese Communist Party.

According to the announcement by the Supreme People’s Procuratorate of the Communist Party of China on July 3rd, the investigation into the case of Qi Tongsheng, the former Secretary of the Party Committee and Chairman of the Ningxia Hui Autonomous Region Political Consultative Conference, for suspected bribery has concluded. Upon designation by the Supreme People’s Procuratorate, the case has been reviewed and brought to trial by the Nanning City Procuratorate of the Guangxi Zhuang Autonomous Region. Recently, the prosecution has been filed with the Intermediate People’s Court of Nanning City.

The prosecution alleges that Qi Tongsheng, taking advantage of his positions as Secretary of the Party Committee and Director of the Development and Reform Commission of the Ningxia Hui Autonomous Region, Vice Chairman of the Autonomous Region Government, Secretary of the Party Committee and Chairman of the Autonomous Region Political Consultative Conference, as well as Vice Director of the National Committee of Ethnic and Religious Affairs of the Chinese People’s Political Consultative Conference, used his power and status to seek benefits for others, illegally accepting a particularly large amount of money and property. He should be held criminally responsible for the crime of accepting bribes.

On October 8, 2024, Qi Tongsheng, who had been retired for about a year and a half, was officially announced to have fallen from power. In March 2025, he was expelled from the Chinese Communist Party, had his entitlements revoked, and was disqualified as a representative of the 13th Party Congress of the Ningxia Hui Autonomous Region, before being transferred to the judiciary.

Public records show that Qi Tongsheng was born in July 1952 in Pingshan, Hebei, and started working in November 1968.

In January 2005, Qi Tongsheng was appointed Vice Chairman and Party Member of the Ningxia Hui Autonomous Region Government, reaching the level of deputy provincial. In June 2007, he became a member of the Standing Committee of the Ningxia Hui Autonomous Region Party Committee, Vice Chairman of the Autonomous Region Government, and Deputy Secretary of the Party Committee. In January 2013, he was appointed Chairman of the 10th Ningxia Hui Autonomous Region Political Consultative Conference and Secretary of the Party Committee. In January 2018, Qi Tongsheng stepped down; in March 2018, he was appointed Vice Director of the National Committee of Ethnic and Religious Affairs of the Chinese People’s Political Consultative Conference.

In March 2023, Qi Tongsheng, aged 71, retired and was investigated a year and a half later.
