In late February, Li Xin, a young man who had just been discharged from the Fourth People’s Hospital in Liaoyang City (Liaoyang Mental Hospital), revealed to Epoch Times that he was forcibly sent to a mental hospital by the Tangmazhai Town Government and the director of the Tangmazhai Police Station and detained for 8 months. The police station did not spend a penny, did not cover his food and medical expenses.
This was the third time Li Xin had been sent to a mental hospital. On June 8, 2024, Li Xin, who was in Liaoning Province, Liaoyang County, was arrested by Liu Minghui, the director of the Tangmazhai Police Station, and Liang Jian, a staff member of the Tangmazhai Town People’s Government Political and Legal Committee, on the grounds that he had long been in contact with foreigners and discussed the Tiananmen Square protests.
Li Xin told Epoch Times reporters, “When they wanted to send me to the Fourth People’s Hospital in Liaoyang City, they told me it was under Beijing’s supervision. My family was threatened by the police station and the town government. They told my mom that if she disagreed, they would send me to the Tieling Mental Hospital. They said there was supervision, but in reality, they couldn’t even produce a single procedure when asked.”
“Liaoyang County Tangmazhai Police Station used my health insurance card to admit me without my consent. They didn’t spend a dime, used my health insurance card account, didn’t cover my food expenses, which led the hospital to not allow me to eat. During the eight months, I had to pay for takeout with my own family’s money. It cost my family a lot.”
Li Xin was detained at the Fourth People’s Hospital in Liaoyang City for 8 months and was discharged on February 19 this year. However, even after he was discharged, he did not have his freedom and had to report to the police station daily. “My mother was frightened by the threats and had to cooperate with the police station, constantly monitoring my phone usage and who I was contacting. The police station also secretly monitored me.”
Due to his current inability to communicate with the outside world, Li Xin hopes that overseas media can help him speak out.
Epoch Times reporters called Liu Minghui, the director of the Tangmazhai Police Station in Liaoyang County, and the officer who answered said the director was not available. The reporter asked if formalities are required to send people to mental hospitals. When asked about the procedures involved in sending Li Xin to the mental hospital, the officer hung up without answering after the reporter identified themselves.
When Epoch Times reporters called the Fourth People’s Hospital in Liaoyang City, one phone number was not in service, and another was left unanswered for a long time.
The reason for Li Xin’s visits was the error in his age on his household registration in 2014, and when he asked the police station to correct it, the Tangmazhai Police Station made it difficult for him, with instructor Wang Changfeng resorting to violence and threats, not allowing him to amend his registration. He also lodged a complaint for injustice in the selection of low-income support in the village, Wang Changfeng teamed up with the village party branch secretary An Xuejun to threaten him from pursuing further action.
Under police operations, Li Xin and his mother had a dispute that led to him setting his own house on fire, resulting in his arrest by the police on charges of arson. He was later sent to a mental hospital.
In early August 2015, Li Xin was released and, after posting on social media reporting that the police station had falsified his testimony, he was sent back to the Kai Kangning Hospital in Liaoyang City (Liaoyang Mental Health and Recovery Center).
Li Xin was subjected to severe persecution in the mental hospital, feeling life was unbearable. He resorted to self-harm by swallowing nails. At the strong insistence of his family to seek medical help, he was transferred to the Fourth People’s Hospital in Liaoyang City for compulsory treatment.
On June 8, 2024, Li Xin was accused of contacting overseas Chinese and discussing the Tiananmen Square protests. Therefore, he was sent to the Fourth People’s Hospital in Liaoyang City (Liaoyang Mental Hospital) by the local public security and town government for 8 months.
