Lai Ching-te Hopes to Draw on Israel’s Experience to Strengthen Supply Chain Resilience

On September 17, 2025, President of the Republic of China (Taiwan) Tsai Ing-wen met with Chairman Toporovsky and members of the Israel Parliamentary Group for Taiwan at the Presidential Office. The President expressed gratitude for the firm support of the Israeli parliament for Taiwan’s international participation and hoped to deepen cooperation in areas such as semiconductor and defense technology with Israel, learning from Israel’s experience in innovation to strengthen the resilience of the supply chain.

The visiting delegation from the Israel Parliamentary Group for Taiwan included Members of the Knesset Michal Shir Segman, Debbie Biton, Shalom Danino, Eli Dallal, Yael Ron Ben Moshe, accompanied by Deputy Minister Wu Chi-chung of the Ministry of Foreign Affairs of Taiwan and Representative Maya Yaron of the Israel Economic and Cultural Office in Taipei. They were welcomed at the Presidential Office by President Tsai.

President Tsai welcomed Chairman Toporovsky’s visit to Taiwan again and praised him as a key figure in deepening bilateral relations between Taiwan and Israel. She acknowledged his support in leading bipartisan delegations to Taiwan and initiating a petition in the Israeli parliament in July to back Taiwan’s international participation, thanking him and the delegation for their unwavering support for Taiwan.

President Tsai highlighted the similarities between Taiwan and Israel in facing complex geopolitical environments, emphasizing the importance of not solely relying on military defense for national security but also integrating technology and innovation to enhance national resilience. Taiwan and Israel have been engaging in regular dialogues and have signed 34 cooperation agreements to promote exchanges in fields such as economy, technology, and agriculture.

Through the Global Cooperation and Training Framework (GCTF), President Tsai mentioned that both Taiwan and Israel have provided assistance on issues such as combating transnational crime, digital economy, and national security, contributing to the global democratic community.

President Tsai announced that the Presidential Office’s Society-Wide Resilience Commission will host an international forum this Saturday, featuring the sharing of medical experiences in treating wounds by the Magen David Adom (MDA) of Israel. This cooperation displays Taiwan and Israel’s shared commitment to protecting lives and enhancing societal resilience.

Reflecting on his past visit to Israel during his tenure as Mayor of Tainan City, President Tsai was impressed by Israel’s innovation and resilience as a “startup nation.” With the rapid development of global AI and advanced technologies, Taiwan aims to leverage its position as a stronghold in the global semiconductor industry and deepen cooperation with Israel in areas such as semiconductors, ICT, digital security, and defense technology to expand the global market and strengthen supply chain resilience.

In conclusion, President Tsai once again welcomed the guests to Taiwan, expressing hope for increased exchanges and cooperation between Taiwan and Israel for a more prosperous future.

Chairman Toporovsky expressed deep gratitude on behalf of the people of Israel to Taiwan and presented a joint declaration of support for democratic Taiwan’s international participation signed by 72 Israeli parliament members, demonstrating robust support for Taiwan.

Toporovsky mentioned the ongoing plight of 48 Israeli hostages in Gaza for 708 days since a terror attack, acknowledging the support from Taiwan and the reconstruction efforts to rebuild their lives. He cited the Taiwan Resilience Center established to assist Israel, benefiting over a thousand survivors. This symbolizes the steadfast friendship between the two nations, highlighting the preciousness of humanity and friendship, as well as the shared core values of freedom, democracy, and human dignity.

In the face of uncertainties on the international stage, Toporovsky noted that Taiwan and Israel stand united as brave and kind nations, believing that their partnership will grow stronger. Strengthening cooperation in technology, innovation, humanitarian aid, education, and upholding fairness, justice, and freedom, they are true allies in solidarity. He conveyed the people of Israel’s gratitude once again for standing shoulder to shoulder with Taiwan and becoming genuine allies, marking a friendship to be remembered always, with hopes for further deepening of relations.
