In Shanghai, a petitioner named Cui Qun was recently released from the Hei Prison in April, only to be intercepted again on May 1st in Beijing and sent back to Shanghai. Upon her return to Shanghai, she was taken to the Jiaxing Police Station in Hongkou for interrogation and record-keeping.
Back in 2015, Cui Qun’s residence in the 142 Base in Hongkou, Shanghai, was illegally confiscated, depriving her of fair and just compensation and the legal right to be relocated nearby. Despite continuously raising these issues for years without proper resolution, she has been detained in black prisons a total of 12 times, amounting to a collective 295 days.
Upon her return to Shanghai on May 1st, Cui Qun was first taken to 500 Fuchun Road before being escorted by two policemen to the Jiaxing Police Station in Hongkou for interrogation and record-keeping. She told a reporter from Dajiyuan, “The police asked me what kind of vehicle I took to Beijing, how many days I stayed there, and other trivial matters. I told them, ‘Do not nitpick, the authorities illegally confiscated my only housing, deprived me of my freedom 12 times for a total of 295 days, I was physically assaulted and injured, my personal safety and property rights were seriously violated, yet the police, as the public security authority, turned a blind eye.'”
Cui Qun also expressed to the police, “They are now calling this interrogation, but publicly stating it as reprimand or education, playing with words. I want to clarify that I have not committed any illegal activities. Handing me over to the neighborhood officials to continue to deal with me, a law-abiding citizen, is illegal administrative conduct in itself.”
Despite her protests, the authorities insisted on transferring Cui Qun to the personnel at Jiaxing Street. The personnel at the street then informed Cui Qun, “The police have already educated you…” She corrected them until she was finally allowed to return home around noon.
Before the Chinese Communist Party’s political meetings in March, around 4 a.m. on March 2nd, Cui Qun was intercepted by about ten individuals while travelling on a long-distance bus to Shandong’s Dezhou service area. She was forcibly taken back to Shanghai, where she was delivered to Huahua Road in Hongkou by four unidentified individuals, and thereafter lost contact with the outside world.
Recalling her ordeal, Cui Qun stated, “On March 2nd of this year, after being kidnapped back to Shanghai from Dezhou service area in Shandong, I was detained at a HanTing Hotel for a month. When my family called the police, they claimed that Jiaxing Street was organizing a study class. In the past, the local government and police have abused their power, falsely accusing me of ‘provocation and causing disturbances’ and throwing me into a prison.”
She further explained, “It wasn’t until April 2nd that the police asked me to sign a commitment form, promising not to travel to Beijing for a certain period, pretending to seek medical treatment or visit graves in order to be released. However, I defiantly put a large X on the form and did not sign it.”
