Jilin school’s logistics director embezzles 230,000 yuan by taking kickbacks from student meals.

In a scandalous revelation, Qi Shiguo, the former logistics director of the Seventh Primary School in the Automobile Economic and Technological Development Zone of Changchun City, Jilin Province, and others were exposed for embezzling benefits from students’ meal fees, with Qi Shiguo alone involved in corrupt practices amounting to over 230,000 Chinese yuan.

For a long time, the health and well-being of students’ diet has been a matter of great concern for parents and society. The food plates in the school cafeteria are undoubtedly a significant issue for parents. Every time a scandal about campus dining emerges, it causes distress among parents.

On the evening of January 5, a TV anti-corruption program broadcast by the CCP’s official media exposed a corruption case involving kickbacks in the campus meals at the Seventh Primary School in the Automobile Economic and Technological Development Zone of Changchun City, Jilin Province.

Since August 2008, the Jilin Province Golf Catering Management Company has been providing meals for the Seventh Primary School. In August 2010, to maintain long-term cooperation with the Seventh Primary School, the company colluded with the then logistics director Qi Shiguo and other school personnel to engage in benefits transfer through kickbacks.

In 2010, the meal fee standard implemented by the Seventh Primary School was 8 yuan per person per meal. The Golf Catering Management Company, along with the then principal and logistics director, reached an agreement to provide a kickback of one cent per person from the 8 yuan paid per meal. By 2014, as the campus meal fee increased to 12 yuan per person per meal, the kickback also rose to three cents per person per meal.

While a few cents of kickback per meal may seem insignificant, when calculated for hundreds of students at the school, it accumulates to a substantial amount over time. From August 2010 to December 2019, for over nine years, the Golf Catering Management Company and individuals like Qi Shiguo formed a profit chain, where student meal fees ended up in their pockets. The company withheld over 700,000 yuan from the student meal fees for unit bribes, with Qi Shiguo alone receiving over 230,000 yuan.

Currently, Qi Shiguo and others involved, as well as the catering company, have been dealt with by authorities.
