Jiangsu petitioners protest as Provincial High Court refuses to accept appeal materials.

Wuxi, Jiangsu – Former military man Shen Aibin, who has faced three wrongful convictions, was released from prison at the end of April this year and declared, “I will seek justice according to the law.” On June 30, he went to the Jiangsu Provincial High Court to present his grievances but was met with rejection by the reception staff who refused to accept his documents. Subsequently, he protested by raising a sign at the 12309 Procuratorate Service Center, demanding, “Where is the rule of law? Where is judicial fairness? We seek the exercise of official powers in accordance with the law.”

Shen Aibin arrived at the reception hall of the Jiangsu Provincial Higher People’s Court around 9 a.m. on June 30.

Speaking to reporters from Dajiyuan, Shen Aibin recounted, “Once inside, as I was just finishing telling my story at window No. 1, the receptionist became impatient and walked away. I then found him at window No. 4, and he reluctantly listened to my entire account before refusing to accept our materials, leaving no trace of our interaction.”

“I have come to report the three unjust convictions I have suffered. The Jiangsu Provincial High Court’s attitude is emblematic of the failure to address issues for the common people. The Central Committee of the Communist Party clearly stipulates that every judicial case should be marked by fairness and justice. However, despite my significant injustice, when I went to the provincial high court to report the situation, this was the kind of response I received. Where is the rule of law? Where is judicial fairness? Where can we find a sense of justice?” Shen questioned.

Shen Aibin was sentenced twice in 2013 and 2016 for providing legal assistance to petitioners in Wuxi. In 2022, he was sentenced to an additional 3 years for investigating the death of a petitioner, Mao Lihui, in Jiangsu. He completed a total of 7 years in prison and was released on April 30, 2025.

He expressed, “Since the 18th National Congress, due to my legal aid to petitioners in Wuxi, I have become a thorn in the side of corrupt officials and a target for judicial villains. I have faced three carefully plotted wrongful convictions. My underage daughter has also been persecuted and sentenced, and we have endured a series of heinous crimes against humanity, including the continuous abuse of judicial means for stability maintenance. The despicable nature of these acts, the malicious intent, and the level of evil are appalling.”

Shen Aibin further stated, “Wuxi goes against the central government, manipulates the law, deceives openly and secretly, engages in falsehoods, commits offenses under the guise of righteousness, and shields corrupt officials and judicial villains. The people cannot feel any sense of fairness or justice! Not only do they lack fairness and justice, but they are also in a desperate situation with no outlet for complaints, constantly subjected to repression and persecution by local judicial villains. It is truly lamentable!”
